The consultant will respond to staff questions within three days of request, with estimated annual needs of 45 to 60 hours, concentrated during two annual data submission periods in September and March but occurring throughout the year. The consultant will also conduct annual one-day training for audit teams, create up to three 90-minute training videos when major CCORP version changes occur, facilitate up to two virtual question-and-answer sessions with data abstractors, and attend up to six Clinical Advisory Panel meetings. Written questions are due August 7, 2026, at 3:00 p.m. PDT, with proposals due August 17, 2026, at 3:00 p.m. PDT. Proposals will be evaluated on a pass/fail basis for administrative compliance with 16 required criteria, including proof of current California medical license in good standing, board certification in cardiology, curriculum vitae demonstrating minimum three years reviewing medical records and minimum two years interpreting data elements for STS National Database or relevant clinical registry, and completion of all required attachments. Award will be made to the lowest responsive, responsible bidder based on submitted cost worksheets. Minimum qualifications cannot be waived; proposals lacking required attachments will be rejected as non-responsive. The RFP includes a small business bid preference option providing five percent preference for non-small business prime contractors using certified small business subcontractors for at least 25 percent of the net bid price. DVBE incentive provisions apply, though the DVBE program requirement has been waived. Bidders must verify they are not listed as tax delinquent by the Franchise Tax Board or Board of Equalization. Contractors must comply with extensive data confidentiality, privacy, and security standards outlined in Exhibits D and E, including FIPS 140-2 certified encryption for all data storage and transmission, immediate notification of security breaches, and certification of data destruction upon contract conclusion. 1. Purpose and Description of Services The Department of Health Care Access and Information (HCAI), Healthcare Analytics Branch (HAB), seeks consulting cardiologist services to assist California Cardiovascular Outcomes Reporting Program (CCORP).
