About this file
This is Addendum No. 1 to Request for Proposal 13342 issued by San Diego County for the Center for Child and Youth Psychiatry (CCYP) behavioral health services. The addendum revises the contract term and funding parameters for comprehensive mental health and psychiatric care services to pediatric and adolescent populations. The contract will consist of an initial base period of one year (July 1, 2027 through June 30, 2028) with four one-year renewal options extending through June 30, 2032. The RFP anticipates the award of one contract and establishes an overall contract maximum of $12,000,000 to $15,316,300 for the full five-year period, inclusive of ancillary payments.
The pricing structure requires offerors to propose annual contract maximums for the medication management clinic and JV-220 services across all contract periods. County rates for Medi-Cal billing providers are established at approximately 75 percent of the Department of Health Care Services state rate (45 percent for psychiatrists and 100 percent for interpreter services), with an additional 5 percent county modifier available. JV-220 applications are billed at a flat rate between $225 and $300 per application, not to exceed $195,000 annually, with a maximum of 650 applications per year. Ancillary funding of up to 10 percent of the initial contract amount (not to exceed $150,000 for new providers) may be accessed within the first 90 days and can be utilized for equipment, supplies, licenses, tenant improvements, and initial staffing and operational costs. Contractor invoicing shall be reconciled monthly on a year-to-date basis against state-approved Medi-Cal units and county-approved claims, with final reconciliation occurring within 13 months after each contract term concludes.
