The firm may also be required to participate in administrative or judicial hearings and discussions with taxpayers regarding valuation disputes. Sealed proposals must be received by the Town of Bloomfield Purchasing Department by 1:00 PM EST on Thursday, December 18, 2025, with questions due by 4:00 PM EST on Monday, December 8, 2025. The audit engagement is anticipated to span a three-year term with interim reporting and completion dates to be established by mutual agreement between the selected firm and the Town Assessor.

The pricing structure must be based upon a revenue share-based percentage amount of tax collection, including taxes, interest, and penalties derived from audit results. Respondent firms must employ certified public accountants with a minimum of five years of public auditing experience or three years performing municipal personal property tax audits in Connecticut, and must have full-time staff with the IAAO Personal Property Specialist (PPS) designation. Firms must provide evidence of completing a minimum of ten projects in Connecticut of similar size and scope based on revenue share arrangements. The selected firm shall maintain comprehensive insurance coverage including general liability ($1,000,000 per occurrence, $2,000,000 aggregate), professional liability ($5,000,000 per claim/aggregate), and an umbrella policy ($5,000,000 per occurrence), with the Town named as additional insured. The contract includes liquidated damages provisions of no less than $500 per day for failure to meet stated timeframes, and the Town reserves the right to terminate the agreement at any time. All data collected and documentation produced under the contract becomes the exclusive property of the Town of Bloomfield.
