About this file

This document is a Questions and Answers file for RFP-1152, a District Wide Storm Sewage Inspection contract issued by the Florida Department of Transportation (FDOT) District 1. The contract is task work order-based and will assign inspection work as needed to support FDOT design projects across 12 counties within District 1. The scope of work focuses primarily on mainline storm sewer systems located under or along roadways, with video inspection and cleaning operations. Work locations will be assigned on an as-needed basis with no specific initial location currently identified. The contractor is required to maintain traffic control in compliance with FDOT Standards Plans, with a full-time MOT-certified employee required for lane closures. Night work may be required on a case-by-case basis, with a minimum seven-calendar-day advance notice required to the appropriate FDOT Operations Center.

The total contract value is programmed at $1,500,000 over the contract duration, with an average annual allocation of $300,000 per year. Historical task work orders averaged $43,000 based on previous contract bid prices. The contractor is responsible for all debris and desilted material disposal, finding compliant disposal sites that meet all Federal, State, and Local regulations. Equipment storage and dumpster placement on FDOT right-of-way are permitted if located outside clear zones and not blocking sight lines, subject to FDOT approval. Late penalties of 1% of the Letter of Authorization fee per calendar day apply for missed delivery deadlines. The contract includes a lump sum Maintenance of Traffic bid item covering all traffic control devices and setup compliance. FDOT will not provide equipment storage areas, disposal sites, or dumping locations as part of this contract.

Questions & Answers

DOT-RFP-26-1152-LE

District Wide Storm Sewage Inspection

1. Will the district provide a disposal site for debris removed during cleaning operations?

A. The Department will not provide a disposal site for debris as part of this contract. Per section 1.1 part C.4 the vendor will be responsible to finding their own site to dispose of debris and confirm that is meets all

Federal, State and Local Rules and Regulations for dumping the specific materials.

2. What is the estimated annual budget for this project?

A. The total amount for the duration of the contract is currently programmed to be $1,500,000. There are different allocations programmed for each individual year with the average per year being $300,000.

3. Will there be any liquidated damages associated with this contact? If so, will you please advise what that would look like?

A. Vendor should insure/bond itself to a level it feels comfortable with, if the Departments required insurance bond amount is lower than that comfort level. In respect to deliverables for this contract the

Vendor would be assessed late penalties at 1% of the LOA fee per calendar day for each day the deliverable is not provided to the Department past the approved date of delivery. See section 1.6 of the scope.

4. Is work estimated to be in retention pond areas or main lines?

A. The majority of the work will be for mainline systems outside of pond locations. Typically, we would not video the last few segments of pipe leading into a pond as the contract is more focused on pipes under/along the roadway, but there may be specific instances that could prompt the need for this as part of the contract. These instances would likely be rare.

5. Is there a current work plan to get started, if so can you please provide locations

A. This is a task work order based contract that will assign work as needed to support FDOT design projects.

Currently we do not have a specific location for the first task work order to provide at this time. Areas could include any of the 12 counties within FDOT District 1.

6. Are the lines in this contract currently being maintained and meeting standards?

A. The FDOT Maintenance crews regularly maintain the system per established Maintenance Rating Program

(MRP) standards.

7. Will PE signed traffic control plans be required to be submitted by the contractor for each location work is performed?

A. As per section 1.6 part A of the contract “Maintenance of Traffic (MOT) shall conform to the latest FDOT

Standards Plans for Road Construction.” If the MOT setup were not able to follow the FDOT standards then a PE signed traffic control plan would need to be submitted to the Department for approval.

8. Will a full time MOT certified employee be required to be on the site when the work is being performed?

A. A full time MOT certified employee is required for instances where a lane closure will required.

9. Can additional pay items be added to the proposal for Traffic control devices; cones, drums, signs, arrow and message boards?

A. The contract has been amended to include a lump sum Maintenance of Traffic bid item. This would be all inclusive of individual items needed to accomplish MOT setups and comply with all FDOT standards.

10. Will any night work be required?

A. Night work may be required as part of this contract in situations which require lane closures. As per section 1.6 part A of the contract “The VENDOR shall notify the appropriate local FDOT Operation Center a minimum of seven calendar days prior to mobilizing and setting up MOT for video inspection.” The FDOT

Operations Center will determine at this time if night work is required on a case-by-case basis.

11. Can FDOT provide an equipment storage area in each county or can we park equipment along the

ROW?

A. FDOT will not provide designated equipment storage areas as part of this contract. Work equipment can be parked along the FDOT ROW as long as it is either outside the clear zone of behind shielded areas such as guardrail. Driver sight view from connecting roads/driveways must also not be blocked by equipment.

12. Can FDOT provide a dumping location for the desilted material and if not can we place a Rolloff dumpster somewhere along a FDOT right of way?

A. FDOT will not provide a dumping location for desilted material. This is the responsibility of the Vendor to find a suitable site. A rolloff dumpster can be placed in the FDOT Right of Way as long as it is outside of the clear zone and not blocking sight view of connecting roads/driveways. If this option were to be utilized

FDOT would want to know the location of the proposed dumpster to review and approve before the

Vendor mobilizes to start work.

13. Can a Jetter be used to dewater the pipe with the camera following directly behind the nozzle recording at least 95% of the pipe surface area and any defects and joints?

A. FDOT standards require that the entire pipe be desilted and dewatered before the video inspection is performed. This method would not be accepted by the Department as part of this contract.

14. What is the average annual budget amount for each year?

A. The total amount for the duration of the contract is currently programmed to be $1,500,000. There are different allocations programmed for each individual year with the average per year being $300,000.

15. Historically what was the average LOA; Letter of authorization cost estimate?

A. Task work orders ranged from small to large work orders with an average of $43,000 (based on bid price values of previous contract).
