About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Florida Department of Juvenile Justice (DJJ). The DJJ is seeking a 28-bed non-secure residential program for male youth ages 14-18, with services to include innovations in delinquency programming and treatment. The program can be located in a DJJ-owned building in Miami, Florida or a Respondent-owned/leased building in Florida. The Addendum provides updates to the Career and Technical Education (CTE) language, including requirements for industry certifications, the Florida Ready to Work Soft Skills Credential, OSHA 10-hour training, and First Aid/CPR training to be provided to youth within the first 3 months of entry into the program. It also describes how the Respondent's services must give youth an occupational advantage in their community. The RFP has an anticipated start date of October 3, 2024, and the selected provider will need to coordinate with the local school district to adhere to the new Florida Scholars Academy requirements.
The Addendum also includes information about the protest process, including the requirement for a 1% bond for any protests filed. It clarifies the submission requirements, allowing for up to 80 pages in the written response, and confirms the changes to restrictiveness levels per recent legislation.

Question #1 Can the Department please clarify the submission requirements listed in the Frequently Asked Questions attachment as well as on page 35 of the Request for Proposal (RFP)? Does the response and all supporting documentation need to be submitted via hard copy, electronic copy, or in both formats?
Answer #1 The response needs to be submitted in both formats.
Question #2 Due to the level of detail that needs to be provided in order to address all sections of the Written Response, would the Department be open to extending the page limit beyond the stated 60 pages?
Answer #2 The Department agrees to a maximum of eighty (80) pages for the written response. Please note that the exhibits and attachments do not count in the required pages listed in the solicitation.
Question #3 On page 11, K., Career and Technical Education (CTE) Services, the CTE table included in this section references moderate risk, high risk, and max risk. Is it safe to assume that the Department is referring to non-secure youth when they use the word moderate, and that these are the guidelines we should be following for non-secure youth?
Answer #3 Yes. HB 1425 recently changed the restrictiveness levels from nonsecure and secure to moderate (previously nonsecure), high, and maximum (both previously secure). Moving forward Contracts will adhere to the requirements of HB 1425.
Question #4 On page 11, K., Career and Technical Education (CTE) Services, the Request for Proposal (RFP) states that youth will be enrolled in a training program or program of study within the “first three months” of admission to the program. However, on page 43 of the RFP, the time frame for enrolling youth into a training program or program of study is two (2) months. Can the Department please clarify which time frame is correct?
Answer #4 The time frame for enrolling youth into a training program should be three months.
Question #5 In the Calendar of Events listed in the Request for Proposal (RFP), it lists the anticipated start date of the new contract as October 03, 2024. In addition, the RFP document talks about the provider collaborating with the local school district. With the Florida Scholars Academy scheduled to be implemented prior to the start of the new contract, who would be responsible for education services?
Answer #5 The Florida Scholars Academy becomes effective 7/1/24, prior to the start date of the new Contract resulting from RFP #10850. All Academic Services shall adhere to the new Florida Scholars Academy.
