About this file

This is Addendum No. 4 to RFP No. 00002607 issued by the City of Portland, Oregon's Procurement Services division for a Contact Survey project. The addendum addresses five clarifying questions submitted by potential vendors regarding survey timing, data access, system requirements, and delivery methodology. Bids or proposals are due by October 17, 2025, at 4:00 pm. The addendum clarifies that the City intends to survey residents about their experience following emergency services interactions, preferably within approximately one week, though vendors are encouraged to propose alternative timeframes based on industry best practices. The addendum specifies that data export requests from the Computer-Aided Dispatch (CAD) system will likely be processed through a designated city employee rather than providing direct vendor access, and that vendors should complete Attachment 6 (Hosted System Questionnaire) for both the CAD interface tool and the survey hosting and distribution platform if applicable.

The addendum indicates that the City is open to vendor recommendations regarding optimal survey delivery methods and requests that vendors propose the best option rather than prescribing a specific channel such as text message, email, or phone call. No pricing terms, set-asides, incumbent information, or funding amounts are disclosed in this addendum document. Vendors are directed to direct all questions and concerns to Tristan Sakamoto, Senior Procurement Specialist, at 503-823-8867.
