About this file
This is a Memorandum for Procurement File documenting a restricted competition acquisition for telephone service by the Federal Bureau of Prisons, Field Acquisition Office, on behalf of Federal Correctional Institution (FCI) Danbury located in Danbury, Connecticut.
FCI Danbury requires landline telephone service to support vital communication functions for the correctional facility, including life safety operations, emergency response, and continuity of operations. The estimated acquisition value is $36,500 for fiscal year 2026. The Contracting Officer has determined that only one source is available for this requirement: Frontier Communications of America, the sole local landline telephone service provider in the area. The justification for single-source procurement is based on the natural monopoly structure of landline infrastructure, wherein a single provider serves the entire geographic area. No alternative landline service providers exist in the region, and landline communications are critical for emergency situations, natural disasters, and emergency medical needs for both staff and inmates. The acquisition is conducted under FAR Part 12 (Acquisition of Commercial Products and Commercial Services), specifically 12.102(a) Restricting Competition, which permits single-source awards for simplified acquisitions valued at or below the simplified acquisition threshold when only one source is available. The price has been determined to be fair and reasonable based on industry standards. Laurel Karnes, Contracting Officer for the Federal Bureau of Prisons Field Acquisition Office, Oversight, Assistance, and Training Section (OATS)-East-NER, certified the memorandum on September 11, 2026.

SUBJECT:
September 11, 2026
MEMORANDUM FOR PROCUREMENT FILE
FCI Danbury Telephone Service Restricted Competition-Only Once Source Available IAW RFO 12.102(a)
REQUIRING AGENCY: DOJ/Bureau of Prisons, FCI Danbury, CT
RFO 12.102(a) For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.
Federal Correctional Institution (FCI) Danbury, located in Danbury, CT, requires telephone service to provide communication for the correctional facility. This is a vital function for life, safety, and continuity of operations. The contractor, Frontier Communications of America, is the only local telephone service provider. Landline infrastructure is a natural monopoly, and a single provider serves the entire area. Historically, landline service was treated as a public utility and is regulated. Landline telephone service is structurally and economically a natural monopoly. There are no other service providers for landline communications. Frontier Communications of America is the only available source. This service is for fiscal year 2026.
Landline telephone communications are a vital function to the operation of a correctional facility.
Telephone capabilities are required for life and safety in the event of emergencies, natural disasters, or emergency medical needs for staff and inmates. Due to the nature of landline infrastructure, there is only one single provider in the area.
The value of this acquisition is estimated to be $36,500. The price is determined to be fair and reasonable based on industry standards.
Restricting competition and awarding to Frontier Communications of America is in the best interest of the Government and is consistent with the streamlined acquisition procedures of the Revolutionary Federal Acquisition Regulation Overhaul found at Part 12-Acquisition of Commercial Products and Commercial Services, 12.102(a) Restricting Competition.
