About this file

This is a Justification Review Document for Limited Source Justification supporting a non-competitive task order award to Digiflight Inc. for programmatic support services to the Office of Program Manager, Saudi Arabian National Guard (OPM-SANG).

The requirement involves providing specialized programmatic, logistics, technical aviation, and financial management support services for the Saudi Arabian National Guard's Foreign Military Sales (FMS) aviation program, including lifecycle management, budget execution, and sustainment. The task order will be awarded under the General Services Administration (GSA) Federal Supply Schedule (FSS) GS-00F-195GA as a firm-fixed price, non-competitive follow-on to an earlier competitive award. The estimated total dollar value is redacted but includes a base period and one option period extending through 2026, utilizing Foreign Military Sales funds. The procurement is justified as a logical follow-on continuation under Revolutionary FAR Overhaul (RFO) FAR 8.401(b) and RFO GSAM 538.7104-3(b)(1)(iii), with the contracting activity being U.S. Army Contracting Command–Rock Island (ACC-RI). Market research confirmed that while other GSA schedule contractors possess general capabilities for similar services, none could meet the full requirement without causing unacceptable delays, cost duplication, and mission disruption. The Government intends to pursue competition for any subsequent follow-on actions once acquisition timelines permit adequate transition periods. The original requirement was competitively awarded under EXPRESS BPA W31P4Q-18-A-0035 to Digiflight, and the current action represents the second logical follow-on under GSA Schedule contract W519TC-25-F-A-0001. The Contracting Officer, Linda A. Matos, has certified fair and reasonable pricing based on comparison to the Independent Government Cost Estimate, historical pricing, and GSA Multiple Award Schedule rates.

6. Actions to Increase Competition: While market research indicates that other contractors exist on the GSA Multiple Award Schedule capable of performing similar services, competition for this immediate follow-on requirement is not practical at this time. Transitioning performance to a new contractor would cause significant disruption to mission-critical activities for OPM-SANG and result in an unacceptable gap in both programmatic and financial management support. Due to the need for continuity, this action is being executed on a sole-source basis. However, this determination does not preclude competition for future requirements. The Government fully intends to re-evaluate this requirement for competition for any subsequent follow-on actions. A future competitive action will be pursued when the acquisition timeline is sufficient to allow for a structured transition and knowledge transfer period without compromising mission performance.

7. Market Research: In accordance with RFO 10.001, market research was conducted by the Contracting Officer's Representative (COR) and the contracting activity. The Government reviewed available sources on the GSA Multiple Award Schedule (MAS) for Professional Services, which identified several contractors capable of performing similar programmatic, logistics, and financial management services. However, while these firms possess the general capabilities, market research confirmed that none could meet the full requirement without causing unacceptable delays, a substantial duplication of cost, and severe disruption to mission-critical FMS aviation support. This requirement demands strict continuity of highly specialized, partner-nation-specific financial and programmatic expertise that has been developed by the incumbent throughout the performance of the current task order. A transition to any new contractor, including the qualified sources identified, would necessitate a significant ramp-up period for knowledge transfer and training, creating a gap in service that the program cannot withstand. Based on this research, issuing a sole-source, logical follow-on task order to the incumbent contractor, Digiflight, is the only approach that can meet the mission requirements without critical interruption.

8. Other Facts: The requirement for programmatic, logistics, and financial management support for the OPM-SANG aviation program has been a continuous need. The procurement history below details the evolution from initial competitive awards to the current need for a second logical follow-on. This pattern is a direct result of consistent mission requirements and the unacceptable risks of cost, schedule, and performance interruptions that would be caused by transitioning this highly specialized support to a new contractor.

a. Procurement History.

1. Contract Vehicle: EXPRESS Programmatic Domain Contract W31P4Q-05-A- 0026. Prior to 2018, this requirement was fulfilled through various competitive task orders, including awards to Sigmatech, Inc. (CAGE 69572) from 2005 through 2016. These were competed as Small Business Set-Asides.
