About this file
This is a GSA Federal Supply Schedule Limited Source Justification document (Control No. 2025-56) for a noncompetitive procurement of Decision Lens software by the U.S. Army Transformation and Training Command (T2COM) through the U.S. Army Mission and Installation Contracting Command (MICC).
The procurement seeks to award a $9.6 million, five-year Firm-Fixed-Price contract for Decision Lens Solution Enterprise software as a service to be awarded in June 2026 using fiscal year 2026 Operations and Maintenance, Army funds. The contract will be issued as a call against the Enterprise Software Initiative (ESI) Blanket Purchase Agreement N66001-21-A-0031 with Carahsoft Technology, Corp. (CAGE: 1P3C5; Large Business Concern). The contract consists of a 12-month base period ($1.89M) from June 15, 2026 to June 14, 2027, plus four one-year options at $1.89M each. The software license provides unlimited use cases, models, and users, including Decision Lens University (DLU) training and certification, an assigned account manager, technical support, and access to user community activities. The justification for the noncompetitive approach cites that Decision Lens is the only software providing both Analytical Hierarchy Process (AHP) and Analytical Network Process (ANP) methods with a genetic algorithm-based optimization engine, enabling multi-criteria collaborative decision making with pairwise comparisons, sensitivity analysis, virtual group evaluations, and portfolio investment management capabilities. The requirement references mandatory sourcing through Army CHESS program guidelines under Federal Acquisition Regulation Supplement 5139.101-90(a)(1), with Carahsoft identified as the only ESI source capable of providing the required software.

T2COM has an enterprise requirement for multi-criteria CDM web-based software that is based both on Analytical Hierarchy Process (AHP) and Analytical Network Process (ANP) that incorporates methodologies such as performance measurement, alternative assessment, and resource optimization. It provides a prioritization capability to assist T2COM organizations in identifying the most valuable programs, maximize resources and mitigate risk within their command. Software will allow for resource allocation analysis with multiple complex scenarios that are actionable and repeatable. Capability to conduct pairwise comparisons, sensitivity analysis, real time adjustments, virtual group evaluations with key stakeholders, and value driven portfolio investment management with identification of inefficient projects and the best return on investments. Decision Lens provides both AHP and ANP, which has a prioritization engine tied to a genetic algorithm-based optimization engine that addresses complex decision scenarios and is only available through Decision Lens software. This non-linear network of priorities and alternatives is very important when prioritizing competing initiatives and optimizing the allocation of resources across those initiatives. This capability provides T2COM with a collaborative and structured framework among subordinate commands. It allows for live sessions where decision owners can elicit key information from other decision participants, regardless of location. It monitors status of all decision participants, provides chat, invite, and pass control in live meeting environments (in local or geographically diverse locations). This software provides sensitivity analysis, pairwise comparison with virtual voting, prioritization, scenario development, import and export of data, reporting capabilities with various graphs, and multiple “what if” scenarios at both the prioritization and resource allocation levels. This capability will continue to use and share already developed Department of Defense (DoD) and T2COM models and portfolios saving numerous man hours recreating. It will enhance multiple trained T2COM users that can train others and save on training costs.
This software is a Common Access Card (CAC) enabled, web- based portal.

5. Authority Cited: GSA Manual 538.7104-4 - Items peculiar to one manufacturer and Title 41 U.S.C. 4106(c)(2) as implemented by GSA Manual 538.7104-3(b)(1)(ii) –Only once source is capable
6. Reason for Authority Cited:
a. Background: Decision Lens is the only software that provides a single application using both the AHP and the ANP methods that enables decision stakeholders to organize the complete and interdependent parts of the decision into a rational structure.
These processes depict the relationships among the elements; describe and determine meaningful tradeoffs among the elements to arrive at an understanding of their importance in relation to one another; and enable an evaluation of projects with “what-if” analysis and optimization of the resource capacity is directly and dynamically tied to the underlying prioritization engine. These activities are completed through interaction and feedback within and between groups of decision makers that can even be spread in multiple locations and connect in “live sessions” through their web interface. Decision Lens Solution Enterprise software is the established platform to meet these requirements.
