About this file
This is a Determination and Findings (D&F) memorandum justifying a single-source acquisition under RFO 13.101(b) for telephone services at Little Rock Air Force Base (LRAFB).
The 19th Contracting Squadron at Little Rock AFB seeks to contract with Blue Plains Technology to engineer, furnish, install, and test Session Initiated Protocol (SIP) compliant local and long distance telephone services to replace the existing Time Division Multiplexing (TDM) services. The new SIP services will integrate into LRAFB's existing telephone system while maintaining functional parity with the current TDM infrastructure. Market research conducted from February 2, 2026 through March 19, 2026 determined that Blue Plains is the sole viable source for this requirement because Brightspeed Communications exclusively controls the physical communications infrastructure at LRAFB, and Blue Plains holds the exclusive partnership agreement with Brightspeed as the sole authorized entity permitted to deliver SIP services utilizing Brightspeed's proprietary network. The contracting officer determined that these circumstances make only one source reasonably available, thereby justifying the single-source acquisition and determining it to be in the best interest of the Government. The D&F was digitally signed on June 20, 2026 by Contracting Officer Amanda Davenport (19 CONS/PKA).

CONTROLLED UNCLASSIFIED INFORMATION
Determination and Findings for a Single-Source Acquisition (RFO Part 13)
MEMORANDUM FOR THE RECORD
SUBJECT: Determination and Findings
Single-Source Acquisition for Local/Long Distance Telephone Service
1. Identification of Agency and Contracting Activity:
Agency: Department of the Air Force - US Air Force
Contracting Activity: 19th Contracting Squadron, 642 Thomas Ave., Little Rock AFB, AR 72099
Purchase Request Number: TBD
2. Nature and Description of the Action Being Approved:
Contractor to engineer, furnish, install, and test (EFI&T) into service Session Initiated Protocol (SIP) compliant local and long distance services to be tied into the existing Little Rock Air Force Base (LRAFB) telephone system. These services are to replace the current Time Division Multiplexing (TDM) services which will be phased out. New SIP services should mimic, as close as possible, the existing TDM services.
3. Citation of Applicable Statutory and/or Regulatory Authority:
The authority for this action is RFO 13.101(b), which permits soliciting from a single source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
4. Findings:
These findings detail the specific circumstances and facts that support the determination.
Brightspeed Communications (Brightspeed) is the controlling entity for the communications infrastructure that feeds LRAFB and serves as the local exchange carrier for the base. This means Brightspeed is the internet service provider (ISP) with both copper and fiber facilities providing last-mile connectivity directly into the base. As they are the owner of these facilities, they alone are responsible for upkeep of the physical plant into the base.
In this particular case, Blue Plains Technology (Blue Plains) offers a SIP solution that complements Brightspeed's services and helps their customers successfully modernize their phone system needs. Due to their existing Master Services Agreement (MSA) with Blue Plains, they are able to coordinate the conversion to SIP in a manner that is beneficial for our customers resulting in reduced costs or down time.
Market research was conducted on February 2, 2026 through March 19, 2026 Market Research confirms that BrightSpeed Communications holds exclusive control of the physical communications infrastructure at LRAFB but does not directly provision SIP services. Through an exclusive partnership with Brightspeed, Blue Plains is the sole authorized entity permitted to deliver SIP services utilizing BrightSpeed's proprietary network.
Consequently, Blue Plains is the only viable source capable of meeting this requirement.
5. Determination:
Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 13.101(b) is justified and in the best interest of the Government.
6. Expiration Date:
This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
