INTRODUCTION

The Legal Services Corporation (LSC) is seeking information on how an interested partner could assist us in revamping LSC’s corporate website at https://www.lsc.gov. This work will begin in early 2019. The primary objective is to make the site easy to use, both for visitors and the staff that work with the site.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit LSC to contract for the services requested.

ABOUT LEGAL SERVICES CORPORATION

LSC is a federally established and funded, yet private and independent 501(c)(3) grant-making organization that supports civil legal aid providers across the country. Our mission is to expand access to justice by funding high-quality, free attorneys for low-income Americans in basic civil matters like divorce, child custody, and eviction. We do not provide direct legal services.

LSC’s WEBSITE LSC’s website was designed and developed on the Drupal 7 platform in 2015. The website uses a default theme. The vendor also developed a taxonomy and a responsive design for the site.

The LSC.gov site receives an average of 1,195 page views per day and 483 sessions per day.

The website is 351MB in size (inclusive of numerous PDFs) and with a database size of

482.9 MB. The site is currently hosted by Rackspace where LSC maintains development, staging and production sites. Some of the content is dynamic with data sources coming from a web server in LSC’s DC office and from Salesforce. The most frequented page is “Find Legal Aid” which looks up the nearest LSC grantee office.

LSC has identified key audiences, including:

• Grantees, who are interested in LSC’s work, grant opportunities, and links to LSC’s application portal (separate web application that is not being upgraded at this time);

• The U.S. Congress, which is LSC’s primary funder;

• The press;

• The public, as a key strategic component of LSC’s mission is to communicate clearly the need for civil legal aid to those who require it but cannot afford it;

• The legal community;

Advocacy organizations and individuals that share LSC’s mission in support of equal access to justice; Potential donors.

LSC has an in-house web developer and one additional person who works full-time on the website, as well as a few people who spend a third to half of their time on it. Twenty to thirty staff produce website content; department managers copyedit, and LSC’s Web Content Manager approves submissions and publishes them.

RFI OVERVIEW

The purpose of this RFI is to elicit information regarding cost, methodology and timeline to modernize and redesign lsc.gov to align with LSC’s goals and expectations, as described below. LSC will use the responses to the RFI to plan for the website development project and to write the Request for Proposal.

LSC’s website redesign goals include:

• Making the website mobile first.

• Modernizing the website’s look and feel.

• Improving the website’s searchability, including searchability within the website itself and searchability of the many documents that LSC stores in Box.

• Making the calendar page interactive and developing a feature to add events to

Outlook.

• Creating easier navigation potentially using location information.

• Simplifying the pages.

• Reconsidering the content management framework from Drupal, which is complicated.

• Making the website Section 508 compliant.

To achieve these goals, LSC anticipates that the vendor selected during the RFP stage will provide the following services and deliverables:

• Develop a detailed project schedule.

• Perform project management duties throughout the engagement to ensure that appropriate stakeholders are engaged, tasks are completed on schedule, and issues are tracked and resolved within a timely manner.

• Perform interviews to understand LSC’s mission, vision and key business drivers and how these criteria inform project objectives.

• Conduct a website audit that will (i) identify the core content, (ii) prioritize content,

(iii) eliminate duplicate and outdated content, and (iv) inform the content management framework and UX.

• Conduct necessary user research and usability testing throughout the life of the project to achieve objectives.

• Redesign lsc.gov to modernize the design and UX.

• Ensure the new UX aligns with search engine optimization best practices.

• Build performance measurement into the site using Google Analytics.

- 4 -

• Align the new design with Section 508 of the U.S. Rehabilitation Act, and the fundamentals of Universal Design to provide optimal accessibility to all users.

• Provide guidance on industry best practices for translated content.

• Ensure integrity of design via robust QA and testing support through launch and post launch.

• Migrate all content to the new system.

• Provide training for three LSC website administrators and designers.

• Provide guidance, recommendations, and/or prepackaged tools available to LSC to assist with content manager training.

• Provide post go-live support for 3 months.

LSC expects work to begin on or around February/March 2019 and to last no longer than 10 months.
