About this file

This file is a market research spreadsheet related to Digital HF (DHF) technology for the Sentinel ICBM Nuclear Command, Control and Communications (NC3) program. The spreadsheet appears to be a compiled list of industry responses and technical data supporting the Air Force Global Strike Command's (AFGSC) Request for Information (RFI_SENTINEL_NC3_FY26_001) issued by the Department of the Air Force Global Strike Command.

The RFI seeks industry feedback on the maturity and feasibility of integrating DHF technology into Sentinel NC3 operations by the 2033 Initial Operational Capability (IOC) target, with technology deployment anticipated in the 2031-2040 timeframe. Key evaluation areas include technology maturity at a minimum Technology Readiness Level (TRL) 6, deployment methodology, limiting factors and risks, cyber-secure communications capabilities including classified data support, and complementary applications within the Sentinel NC3 architecture. The Sentinel program, managed by Northrop Grumman as prime contractor under the Air Force Nuclear Weapons Center (AFNWC), is the replacement for Minuteman III and is approaching a Milestone B decision no later than December 2026. Proposed DHF systems must operate across all environments (pre, trans, and post-launch) and provide terrestrial NC3 solutions that integrate with the migration from analog (MMIII) to digital (Sentinel) environments. The spreadsheet likely contains summarized market research data, technical assessments, and vendor capability information compiled from industry responses to support the government's evaluation of DHF technology maturity for this critical national security application.

1Can you define for us DHF (Digital HF)?We are looking for mesh network system solutions that use Digital High Frequency (DHF) as a medium for transmitting data from military command authorities to their force elements. Our market research is specifically oriented toward the radio systems used by the force elements which can receive and transmit from their fixed ground locations. The United States already maintains and operates multiple HF networks which provide both continental United States and global beyond-line-of-sight connectivity. HF communication have been under-utilized because it earned a poor reputation for unreliable connectivity and poor voice quality. Most radios support analog voice only. Ease of use was negatively impacted by lack of a common solution across platforms. Some platforms (e.g.B-52, B-2) are required to manually tune to frequencies while other platforms support automatic connectivity.
2What specific capabilities are you looking for in the HF?30, 36, 42, and 48 kHz wide channels. These channels would be used for receipt and transmission of data between nodes. Fully automated human-machine interface with controls which allow the operator to switch channels, load encryption keys, and zeroize the radio if/when necessary. The radio will be software-defined and incorporate higher data rates which support low probability of interception/low probability of detection.
3Are there any SWaP constraints? The radio must fit within a standard equipment (server) cabinet and operate use available power sources that ICBM launch centers use. Final SWaP requirements are still in the prime contractors trade space and will require refinement at a later date.
4Assume the HF system will be mounted to the missile – can you confirm? No, our concept is for force elements to have an HF radio within their immediate workspace accessible to them 24/7. This could be in an underground or above-ground workcenter. This radio would be connected via cabling to an above-ground receive/transmit antenna. The radio would interface with a processor that would take digital signals from the radio and present them in visual display to the military personnel for their use.
