About this file
This Request for Information (RFI) seeks industry input on Software-Defined Wide Area Network (SD WAN) solutions for the Army's Tactical Network, focusing on transport resilience in Denied, Degraded, Intermittent, and Limited (DDIL) environments. The RFI is specifically targeting SD WAN capabilities that can automatically route network traffic and prioritize transmission across multiple concurrent links, with detailed technical requirements spanning link aggregation, virtualized ethernet fabric, QoS classification, routing in disconnected scenarios, transport modes, link-aware traffic steering, and operational capabilities in challenging network conditions.
Responses are due by 1600 EST on 09 SEP 2025, limited to 20 pages, with specific formatting requirements (Times New Roman/Arial, 11-point font, 1-inch margins). The RFI is issued by the Department of the Army Materiel Command's Army Contracting Command at Aberdeen Proving Ground, emphasizing that this is a market research effort only and does not constitute a commitment to procurement. Interested companies are asked to provide comprehensive details about their SD WAN solution's technical capabilities, past performance, and potential to meet the Army's network resilience and traffic routing objectives.

REQUEST FOR INFORMATION (RFI)
Software Defined Network (SDN) Enabled Transport Diversity Notice ID: RFI-SDN-082625-JJY
DESCRIPTION.
Project Manager Tactical Network in support of Transport resilience is conducting market research to identify potential sources capable of providing Software-Defined Wide Area Network (SD WAN) solutions and product support/integration services that can successfully operate in Denied, Degraded, Intermittent, and Limited (DDIL) environments with the capability to automate network traffic routing and prioritize traffic over multiple links concurrently.
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request For Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Please note, the information received from this RFI is used to help the Government refine the requirement and help identify areas of ambiguity so that, if released, the RFP is well defined. Any feedback/questions as a result of this RFI will not be responded to directly and will be addressed in the final RFP if the Government deems it necessary.
BACKGROUND.
The Army acquisition community is committed to providing soldiers resilient COMMS solutions that withstand the challenges of contested and hostile environments. In part, this is achieved through SD WAN solutions that can understand quality attributes of multiple transport paths and dynamically route traffic accordingly. Recent market research indicates that SD WAN capabilities are advancing and this RFI is meant to help the Army understand if industry can meet the Governments’ minimum requirements.

0. If yes, please indicate the amount of time requested to develop a proposal, 7, 14 or 30 days.
0. If not, please explain why not.

d. The respondent shall briefly describe the specific work that was performed by itself or proposed significant subcontractors or joint venture or team agreement, noting whether the work was completed as the prime or subcontractor, in addition to providing the CAGE code for each contract or task order. A CAGE code is a five-character alpha-numeric, unique identifier assigned by the Defense Logistics Agency (DLA). CAGE codes are assigned to businesses, organizations, etc. that wish to pursue contracts or grants from the United States federal government.
1. This is an RFI to provide the government with a better understating of industry capabilities. To assist the government with planning, what are GENERAL estimates of cost for each year? This data WILL ONLY BE USED TO ASSIST IN DETERMINING ESTIMATED BUSGET AMOUNTS.
