GOVERNMENT RESPONSES TO RFI’S+

36C24824R0135 - Replace Windows and Weather Protection– Blue Cord RFIs

1. Is this contract a total small business project or does it remain to be a SDVOSB Set- Aside?

Only Set- Aside for Small Business

2. If changed from an SDVOSB set-aside, please explain why it was changed.

There is no confidence that two or more offers will be received from capable SDVOSBs at a fair and reasonable price.

3. Please provide the following window detail types which are missing from the plans:

Building 62 Type – 1A, building 64A Type – 5A., See 1/62A-100, Group One and Two. Building 64A Type – 5A. See 1/64A-A102, Group One.

Also, the following window types are depicted but not used. Can you confirm these will not be used elsewhere? Building62 Type – 11, See 2/62-A102 for location in Attic Group Two, building 64-2 Types - 8,9 There are only 8A and 9A. No 8 and no 9.

The Blast Design Calculations are not available. The specifications indicate that these were to be conducted by the structural engineer for the project. In order to accurately price the project, we will need this information. See 08 41 13-4, 1.4.I.3, it is the responsibility of the structural engineer blast specialist hired by the contractor.

4. Please provide the Peak Positive Pressure (kPa or psi) for each of the specific window types. See above

Please provide the Required Level of Protection to ASTM F1642 or access to the classified “decoder ring” that the VA uses. . See 08 41 13-6. 2.1.B.a, 08 51 13-4.2. 1A.7.a, and 08 56 53-5.2.1.A.

6. Please provide the Maximum Allowable Rotation of any rail or mullion in degree (Design value Theta (Θ) ) for each of the specific window types. Comply with spec

8. Is the re-bound to be considered for the fenestration frame & anchor design? (Yes/No) These are existing window openings that new windows are being installed in. They do not need to meet the anchoring requirements per the Physical Security and Resiliency Design Manual. However, they do need to meet the anchoring requirements for wind resistance per the building code.

9. Some project elements have since been completed as part of other emergency repairs.

How will the remaining scope items be clarified by the VA? VA will clarify at a later date.

10. Is the contractor to assume that if scope items have been completed since the last solicitation they are not included in the base scope of this contract? No

11. If no to the question above, will the SSHO need to be full-time for this project? If the superintendent has the qualifications and credentials approved by VA safety, he can function in that role.

12. Please clarify if a superintendent can be a dual hat to cover the requirements of

QA/QC? Yes if he has the credentials and qualifications

13. If no to the question above, will the QA/QC need to be full time for this project?

14. Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?

Yes if he has the credentials and qualifications and as approved by VA safety

15. Please confirm the issued drawing set is the latest and complete set. Yes

16. Please confirm the current design documents meet current VA TIL guidelines. Yes, to the best of our knowledge.

17. Please provide the latest wage determination for this project’s county. Will attached

18. The SOW indicates 4 alternates for the project. Can you confirm if these are to be provided? If so, please provide an updated CLIN. To be provided later

19. Will the VA please provide a hazardous material report showing ACM’s, Lead, and any other hazardous materials that will require abatement? No reports with the VA

20. Spec section 02 82 11 states there are two locations containing 1,600 and 675sf of asbestos respectively. They are listed as “Miscellaneous materials”. Will the VA please define exact locations and types of materials containing asbestos? Our hygienist does not know about the materials or locations

21. Most elevation pages have a note stating, “All deficiency quantities identified herein are approximate and shall be verified by the contractor.” Will a change order be issued if the quantities of deficient materials exceed those stated in the plans? Discuss later

22. Will a change order be issued if there is additional unforeseen damage that is discovered while addressing the deficiencies shown in the plans? Discuss later

23. Will the VA allow the use of telescoping boom lifts on this project? If the SOW, Contract documents or Specs does not include this information then contractors are welcome to provide and use any equipment to expedite the process following the safety plan and requirements.

24. Will the VA allow for the use of swing stages for this project? See response for #26.

Contractor is responsible to provide safety plan and to properly support equipment and repair any damage cause by the equipment to the facility.

25. What are the working hours for the project? Contract document should include the working hours, however if not, the project is scheduled to be completed during regular working hours. However, some demo and prep work may need to be coordinated thru the COR at different timeframe that can be approved with proper notification.

26. How is the contractor to determine the ICRA requirements of each of the rooms?

27. What is the turnaround time from the VA to schedule a room outage? Standard two weeks? It will depend on the areas, availability of rooms to move patients, and other factors. Need to properly coordinate with COR but minimum of 2 weeks.

28. Where will the contractor laydown area be located? It is the contractor’s responsibility to provide secure storage of new windows, delivery, removal and to receive materials until installation is completed. VA can probably provide limited space on site, but we can’t ensure we will have availability. It will be discussed during the preconstruction meeting.

29. Is there a window schedule available for this project?

30. How many rooms can have windows replaced at once? It will depend on how many areas can be available, how fast the contractor can complete the installation and other factors. Coordination with COR is required.

31. Is the contractor responsible for the relocation of furniture within the spaces?

32. Is the contractor responsible for the relocation of installed equipment including computers and other IT related equipment?

33. Who is responsible for terminal cleaning the spaces?

34. What is the minimum number of rooms that the VA plans to handover to the contractor at one time? See response for #33.

35. Will hard barrier containment, such as STARC panels, be required in public areas when windows are being replaced?

37. Sheet G002, Architectural General Notes section, Note H states, “Demolish existing windows being replaced including metal encasement from previous window installation and encapsulated original wood windows down to the window rough opening.” Will the VA please confirm that the intent of this project is to replace the entire window units (entire window glazing and frame) and NOT to simply re-glaze existing window frames?

38. Are there any areas of the project where off-hour work will be required? See response for #28.

39. Will the VA be providing their own VPIH?

40. Spec section 02 82 11-61 states that the VA will be using TEM clearances if work area is equal to or more than 260lf/160sf/35cf. What will the turnaround time be for TEM clearance? To be provided later.

41. Will the VA please clarify the frequency of air monitoring tests?

42. Spec section 01 00 00 states “...abate any work areas that contain lead or asbestos or mold...”. Will the VA please clarify quantities and locations of mold to be abated?

43. Are there any areas within this project that require badge or keycard access? Restricted areas like Director’s Suite, OIT, OR, and others may require keycard access.

Coordination with COR is required with proper notification.

44. Will the VA please provide a basis of design for window shades?

45. Spec section 09 06 00 states “Window colors, glass colors, blind colors, to be as stated on the window schedule and finish schedule.” However, no finish or window schedule has been provided. Will the VA please provide a finish schedule and window schedule?

46. The solicitation instructions request the EMR form and accompanying documents be sent as a separate PDF file. They are also requested in response to Factor 3 questions 7-

47. Past Performance: If we have a previously completed Past Performance Questionnaire that is less than 12 months old, or a previously supplied CPARS, can we use it within our proposal in lieu of requesting new Past Performance Questionnaires? Yes

48. Please confirm that Attachment 08 is the Past Performance Survey and Attachment 09 is the Experience Modification Rate (EMR) form. And that in solicitation section 5.1 - General Proposal Information for questions 16, 16.1 and 16.2, Attachment 09 should be used instead of Attachment 8. Yes, it should attachment 08
