About this file

This document contains a tailored comment matrix and related questions and answers for a federal solicitation to replace flanged valves at a Veterans Affairs medical center. The solicitation is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 to replace deteriorated domestic water valves in a main building over 50 years old on a hospital-wide basis. The comment matrix includes potential offeror questions on valve locations and quantities, piping replacement scope, infection control requirements, and requests for as-built drawings. The agency provides responses clarifying that field verification is required, work may require barriers or enclosures, and as-builts are diagrammatic with actual conditions to be verified. The Phase II price proposal due date is extended to September 10, 2021.

(With justification of why considered source selection sensitive if applicable)VA ResponseCompany Name
18/3/21Page 5 of 23(2) of the SOW states that this project “will replace deteriorated domestic water shutoff valves in the over fifty-year-old main building (Building 1)…” However, on page 6 of 23(3), The SOW says to “Replace Flanged Valves Hospital Wide”.
a. Can the VA please confirm the location of the valves that are to be replaced?a.: Building 1 (East of the E-Wing and south of the Bed Tower).KMK construction
28/3/21Page 7 of 23(a) of the SOW states the following: “The purpose of this project is to replace all valves in piping systems greater than ¾” in diameter with copper pipe and ball valves…”, yet the project title is “Replace Flanged Valves”.

a) Can the VA please confirm the size and quantity of the valves that are to be replaced?

b) Can the VA please confirm that this project is for domestic water only as page 7 of 23 refers to “all valves in piping systems”? a): As per SOW: The purpose of this project is to replace all valves in piping systems greater that ¾” in diameter with copper pipe.

b): Domestic water (potable) systems.KMK construction
38/6/21Page 7 of 23(b) says “The DB team will remove all old valves, pipes, and other pertinent components to improve the system”.
a) Can the VA provide locations and sizes of valves, pipes, and other pertinent components that should be included in the project?a): Please refer to response in Item #1 and #2..KMK construction
48/12/21Page 7 of 23(f) of the SOW “Abatement of hazardous materials (i.e. asbestos and lead) if discovered, will be immediately brought to the attention of the VA and handled as a separate contract action under this project”. However, page 8 of 23(k) says “The DB team is responsible to conduct a thorough field investigation to incorporate all requirements for proper completion of the project that includes the asbestos and lead abatement to be conducted by the DB team as applicable.”

a)Can the VA confirm that this project will or will not require abatement?

b)Will the VA be providing an asbestos testing report? a): As per SOW 3.f: Abatement/remediation of hazardous material (i.e. asbestos and lead) if discovered, will be immediately be brought to the attention of the VA and handled as a separate contract action under this project.

b): As per SOW 3.e: The Design-Build Team is responsible to conduct a thorough field investigation to incorporate all requirements for proper completion of the project that includes the asbestos and lead abatement to be conducted by the Design-Build Team as applicable. Tests performed by the Design-Build IH consultant are to be provided to the VA with abatement/remediation requirements for hazardous materials sufficient for the Design-Build Team to submit these abarement/remediation costs to the CO for a proposed change order.KMK construction
58/17/21Page 7 of 23(j) of the SOW says to “comply with VA infection control requirements appropriate for the location of the project elements, including maintain negative pressure relationships to occupied areas and corridors.”
a) Can the VA confirm the acceptable level of required “negative pressure” (i.e. zip walls and portable vacuums to keep dust down or constructed gypsum temp walls with negative air machines connected to exhaust in the ceilings)? This would have a major cost impact on the project.a): Zip walls, plastic barriers, and negative air machines are required in patient and staff occupied areas. Environmental Control Units will be required if access above ceilings are required in patient care areas if work cannot be otherwise separated from occupied pattient care areas. If work in an area exceeds more than five working days then more permanent enclosures will be required such as temporary drywall partitions.KMK construction
6Page 5 of 23(2) states the following: “Additionally, shut off valves and injection ports for chlorination are to be added to isolate smaller areas of the system for pneumophila and non-pneumophila remediation actions to minimize the impact to the facility when remedial actions are required.” a) Can the VA please identify the locations of the “smaller areas” of concern.a): Contractor will coordinate with the VA during the design phase of any recommended shutoff valves and chlorine injection points for VA review and approval. The "smaller areas" is indended to limit shut offs to logical areas of the building either by floor quadrant or departmental area such that if remediation required for a positive bacterial result at a distal outlet the area can be isolated for treatment without affecting widesprad areas of the floor. Isolation valves/injection ports are typically located off of main lines or major branch lines to accomplish this treatment.KMK construction
7Page 5 of 23(2) of the SOW states the following: “During the process of replacing the valves, replace pipes connected to the valves to the next pipe joint or direction change.”
a. Will the VA be providing as-built drawings identifying the size and locations of the valves and piping to be replaced?a): Yes, but as per SOW: Drawings provided by VA are to be considered as diagrammatic only. Actual conditions and locations may vary. It is the responsibility of the Design-Build Team to field verify existing conditions prior to submitting a bid.KMK construction
8Page 5 of 23(2) of the SOW states the following: “The D/B Team staff performing the piping replacement/valve replacement work shall be press-connect certified when installing press-connect fittings and have demonstrable experience. Manufacturer certification with the type of press-connect fittings being installed is required.”
a) Will the VA be providing as-built drawings identifying the size and locations of the piping to be replaced?a): See response to Item #7.KMK construction
9Please provide as-built drawings of the systems impacted.
a): See response to Item #7.Colossal Construction
10Where are the valves located that are to be replaced? Quantities, size, type, etc. Please refer to response in Item #1.Colossal Construction
11Are propress fittings allowed? The VA Standard Specification 22 11 00 allows for, 2 inch size and smaller, mechanical press-connect fittings, double pressed type, with EPDM. The contractor shall be pro-press certified when installing press-connect fittings and demonstrable experience.Colossal Construction
12Is all the work to be completed after hours or are we allowed to work normal day shifts for the prep work and shutdowns are to be completed after hours.Work normal day shifts for the prep work and shutdowns are to be completed after hours.Colossal Construction
13SOW references injection points/test port work. What is the VA wanting done specifically, locations, quantities, types, etc.AE will identify each location requiring injection and test ports to meet the requirements of VA Directive 1061 to mitigate legionella outbreaks within the domestic water system. See also response to Item #6.Colossal Construction
14Assuming the design of this project and the as-builts turned in after are to be completed in Revit?Yes.Colossal Construction
15There was not any knowledge of the number of flanged valves to be repaired/replaced at the site visit. Could that information please be provided?Awarded contractor's AE firm will determine the number of "flanged" valves to be determined during the design phase of the project. Site investigations will be required based on the facility domestic water system drawings provided by the VA. Note that scope of project is not limited to "flanged" valves but all valves in three-quarter inch or larger domestic water lines serving Building 1. Existing drawings are avialble for reference during bid and design period.Jones General Contracting, LLC
16Is it possible for the as-is plumbing plans to be provided to all potential bidders for a more accurate basis on which to build the proposed plans?See response to Item #7.Jones General Contracting, LLC
17What is the guidance with respect to the water shutoff time/duration?Shutdown time will be determined by the amount of work performed in specific areas and the affect on patient care and facility operations in staffed areas.Jones General Contracting, LLC
