About this file

This is a Request for Information (RFI) issued by the Air Force Research Laboratory (AFRL) for the Blue Tactical Requirements for Operational Ubiquitous Technology (TROUT) project. The potential requirement seeks a contractor to research, develop, and integrate digital signal processing technologies for detecting and geolocating high-priority radio frequency emissions across Air Force and Department of Defense collection platforms. The effort is anticipated to be a 5-7 year Cost Plus Fixed Fee (CPFF) contract, funded through Research Development Test & Evaluation, Procurement, and Operations & Maintenance sources.

Key technical requirements include developing capabilities to scan RF spectrum, detect emerging signals of interest, and provide advanced collection and exploitation technologies. The contract will require US citizens with high-level security clearances, with approximately 30-40 full-time equivalents needed, and 50% of personnel requiring Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. Responses are due by 12 PM EST on September 18, 2025, submitted via email to specified Air Force contacts. Potential offerors must have a completed DD Form 2345 and be prepared to work on government facilities in the United States and other locations.
