Request for Information
1. Introduction This Request for Information (RFI) is for information and planning purposes only and does not constitute a Request for Quote (RFQ). This RFI is not a commitment by the U. S. Government. If a formal solicitation is advertised in the future, a solicitation notice will be issued. No award will be made as a result of this RFI. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this RFI. Respondents will not be notified of the results of this survey or results of information submitted. All information is to be submitted at no cost or obligation to the Government.
2. Purpose The U.S. General Services Administration (GSA) is committed to engaging our industry partners in the formative stages of our requirements for acquiring assistance with developing a strategy and approach to enhance supplier engagement through development of a framework for Supplier Relationship Management (SRM), which is to include creation of a metric or index to assess how vendors are meeting their obligations under the terms and conditions of their contracts.
This outreach is intended to identify interested small business capabilities and their specific socio-economic status, which is necessary to increase vendor competition, and to also identify common business practices for developing such a SRM program.
3. Background Category management is a strategic approach that will enable the federal government to buy smarter and more like a single enterprise. It involves identifying core categories of spend, and developing heightened levels of expertise, sharing best practices, providing streamlined solutions, and managing supply and demand, for each of the categories. The objective is to increase efficiency and effectiveness while reducing costs and redundancies. Each category will be led by a Category Executive supported by a Category Manager and a team of experts who will develop a common, government-wide strategy for smarter buying.
The Federal Acquisition Service (FAS) has previous experience aligning itself by categories, so formalizing the Category Management initiative is a logical extension of FAS’s role in government.
Proposed Mission
The execution of Category Management is designed to be consistent, provide a clear reporting and operating chain, affords industry the opportunity to participate in policy development and procedural changes, and to serve as a method to develop an informed highly skilled workforce.
