About this file

This file is a Questions and Answers document addressing clarifications for a Request for Information (RFI) regarding specialized payload processing facilities at Vandenberg Space Force Base. The RFI, issued by Space Launch Delta 30 (SLD 30) under solicitation number RFI-PKD-00001, seeks industry information to support the design and manufacture of transportable, specialized payload processing facilities capable of integrating space vehicles with launch vehicle hardware for systems with outer fairing diameters up to approximately 5 meters and heights of 13.2 meters.

Key operational parameters clarified in the Q&A include: the portable system is intended for use solely within SLD 30 property without long-distance transport; specific operational locations remain unfinalized; SLD 30 will address utility infrastructure connections and explosive siting requirements externally; classified operations are not currently required but vendors may propose capabilities for such support; and hazardous operations involving solid fuel and hypergol fueling are anticipated. Vendors should note this is a pre-solicitation market research effort and does not constitute a binding commitment to award a contract. Responses are voluntary and at the vendor's expense, and potential offerors must monitor SAM.gov for any future formal solicitation release.

Specialized Payload Processing Facility – Vandenberg Space Force Base Questions and Answers

1. Is use of the portable system intended solely for within SLD 30 property (no long-distance transport)?

Yes, the transportation will occur only within SLD 30. No long distance trips are intended.

1. Does SLD 30 have a notional operational location or locations for use of the portable system?

There are a few locations identified as possibilities, but nothing solidified yet.

1. Is it to be assumed that location and utilities to support operational capability will be addressed outside this RFI?

This is a safe assumption. This RFI is looking for utility plumbing and wiring to be manufactured within the facility with utility interfaces available to connect to SLD 30’s utility infrastructure.

1. Does the Government anticipate classified operations within the facility, and if so at what level?

There are currently no requirements to support classified operations. However, please feel free to provide information related to the support of classified operations.

1. If support to classified missions is intended with the portable system, will SLD 30 provide a qualified site or is inclusion of necessary security features (perimeter fencing, monitoring/alarming, etc.) required in the proposal?

Necessary security features are not required for this RFI. However, feel free to provide information related to the support of classified operations.

1. Does the Government anticipate hazardous operations within the facility?

Yes. It’s anticipated that solid fuel and hypergol fueling operations will be conducted in these operations

1. Will SLD 30 address require explosive siting of any designated operational location intended for utilization of the portable system?

Yes. This RFI was written with the understanding that SLD 30 will address required explosive sitings for operational locations.
