8. Are prime and or the participants of the previous program development study allowed to propose as a prime or sub?

Answer: No.

Designer Portfolio and Lead Designer Profile)?

Answer: Projects described in Factor 3 should be the same projects referenced in Factor 4.

10. For Phase I are the qualifications requested intended to only reflect the experience of the prime design firm (the small business priming the contract)? As stated, additional team members are not required in Phase I so any project experience expressed in Phase I should only be the from the prime small business firm, not subconsultants or non-small business partners, correct?
