About this file
This file is an Amendment 0001 Questions and Answers document for an RFI seeking novel or multifunctional fibers, yarns, coatings/finishes, and fabrics for soldier protection and comfort. The Q&A clarifies submission requirements and evaluation criteria for both near-term and far-term concept proposals.
Key clarifications include: (1) far-term developmental multilayer textiles or subassemblies focusing on moisture management and thermal protection are acceptable, though vendors should indicate intent to eventually transition to single-layer systems and explain how breathability will be maintained; (2) thermal-signature management approaches are welcomed as additional military-relevant functionalities and do not require redirection to separate programs; and (3) while ideal sample quantities should match near-term material standards to enable destructive testing, far-term vendors with limited samples may submit reduced quantities, and the Government will conduct testing commensurate with available materials and provide feedback to all vendors. The document addresses technical and procedural questions arising from the broader RFI issued by US Army DEVCOM Soldier Center and the Product Manager for Soldier Clothing and Individual Equipment, with responses submitted by paola.a.dangelo.civ@army.mil and joseph.a.orlando38.civ@army.mil.

Amendment 0001 Questions and Answers:
Q1. Would a developmental multilayer textile or representative subassembly be appropriate for consideration under the RFI’s far-term concept category when its proposed evaluation focuses on moisture management and thermal protection/barrier performance?
A1: If it's a far-term concept, then a multilayer textile or subassembly will be considered. However, please indicate in your response to the RFI if the intent is to eventually have the functionalities in a single layer system and if so, when you envision being able to do a single layer system. If the approach is to keep them as a multilayer system, then it would be helpful to understand how the moisture management and breathability of the system won't be affected by having more than one layer.
Q2. Could thermal-signature management also be considered among the additional military-relevant functionalities welcomed by the notice, or should that aspect be directed to a separate Soldier Center team or program?
A2: Yes. Thermal-signature management approaches will also be considered.
Q3. Could you clarify whether far-term concepts must provide the same sample quantities and standardized test data as near-term materials, and whether forthcoming results may be identified in the response?
A3: Ideally, we would like the same sample qualities as the near-term materials since some tests require large samples and are destructive. However, if the sample quantities are limited since you’re in the far-term stage, we will take whatever you can provide, and we will conduct as much testing as possible with the provided quantities. All vendors will get feedback on the testing done.
