About this file

This document is a Request for Information (RFI) from NASA Goddard Space Center (GSFC) regarding the Laser Interferometer Space Antenna (LISA) Optical Telescope Assembly (OTA) acquisition. NASA GSFC is seeking capability statements from interested parties, including small businesses and Historically Black Colleges and Universities/Minority Institutions, to determine the appropriate level of competition and small business subcontracting goals.

The RFI provides details on the LISA mission and the OTA requirements, including the need for 1 Engineering Test Unit, 1 Qualification Unit, 6 Flight Units, and 2 Spares. NASA is interested in understanding programmatic, technical, and logistical challenges, supply chain issues, and recommendations on the best contract type, evaluation factors, and small business opportunities. NASA requests responses by September 20, 2024 and questions by September 5, 2024. The planned contract award is tentatively in Q4 FY2025 / Q1 FY2026, with no opportunity for long-lead procurements prior to contract award.

Question Answer

1. Section 1.3.1: Is the LISA- TELE-REQ-0012 OTA Requirements (OTAR) available for review?

See Enclosure 2 - Draft LISA OTAR provided. The draft OTAR contains several To Be Determined (TBD) and To Be Resolved (TBR) items that will be resolved by the release of the Request for Proposal (RFP).

2. Section 1.2 describes the ETU as “optically representative.” Please define meaning of optically representative.

Meets all optical requirements in the OTAR (including wavefront error (WFE), pupil positioning, boresight angle, etc.)

3. Section 1.2: What specific issues is NASA intending to address through QM testing?

The purpose of the QM testing campaign is to verify all telescope performance requirements after exposure to qualification environments.

4. Section 1.2: Figure 1 depicts the MSS as scope that is outside of OTA responsibility. Are there any options to bring at least part of the MSS interface into OTA scope in an effort to reduce impact and risk to the OTA performance?

No.

5. Section 2.1.3.1: Please provide expectations with regard to trade compliance as it relates to sharing of technical information and/or hardware between NASA, ESA and subcontractors, including whether there are or will be exceptions or licenses in place.

Expectations with regard to the sharing of techical information: Vendor will need to be able to share all technical information necessary for a successful integration within the legal restrictions of export control with ESA and their contractors.

6. Section 2.2.1-D&E: Please define meaning of “flight-like conditions”. Please refer to Enclosure 2 - Draft LISA OTAR.

7. Sections 2.2.5.1-2.2.5.4, parts C/D/F all refer to the incorporation of test results into an as-built model. What test results would or would not be incorporated into these models?

Wavefront error maps, sensitivities, pupil location, and coordinate frames.

8. Section 3.1G refers to full scale joint testing. What are the applicable loading scenarios (i.e. environmental, vibe, etc.) for this testing?

Please refer to Enclosure 2 - Draft LISA OTAR - such as temperature environments and vibration loads.

9. Section 3.3: Is “reference OTA optical design” available for review? Yes. Please refer to Enclosure 4 - Draft LISA OTA Reference Optical Design

10. Section 3.3.1-C: Is an electrical analysis report required if the government is furnishing the thermistors and wiring harness?

No. This was included by error and will be removed from any future versions of the Statement of Work (SOW).

11. Section 3.4.1B: Are samples being requested for each unique interface in the assembly?

Yes.

12. Sections 3.4.3 and 3.6F reference an STM unit. Will there be an STM that is in addition to the 10 units currently listed?

No. This was included by error as there is no Structural Thermal Model (STM) envisioned currently and will be removed from any future versions of the SOW.

13. Section 3.10: Are the spare units intended to be used for spare parts, where parts can be swapped out of the parts-kit during the manufacturing process? For example, components of the spare units may be used if an issue occurs with the (6) flight units. The spare parts will then be backfilled at a later date in order to support the delivery of the spare telescopes.

No. Flight spare telescopes are needed in the case where an entire OTA must be swapped out with a spare.

14. Section 5.0-A: What is the expected contract start date? Tentative 4Q FY2025 / 1Q FY2026. The planned contract award date is subject to change pending the finalization of requirements.

15. Section 5.0-A: Will there be an opportunity for long lead procurement of material and/or equipment?

No long lead procurements can be authorized by the Government in advance of the LISA OTA contract award.

16. Section 5.0-A: Is the intent to include risk reduction studies/trades in parallel with or prior to executing the fight contract?

The LISA OTA contract will encompass all of the required work.
