About this file
This document is a set of Questions and Responses related to a Request for Information (RFI) for a new Child Development Center (CDC) at the Kennedy Space Center (KSC).
The RFI is seeking interested parties to potentially fund, design, build, and partner with KSC to operate a new state-of-the-art CDC at KSC. Key details include:
- The CDC will serve the NASA, KSC contractor, and Cape Side workforces, not just NASA employees.
- Parents will be responsible for tuition, with no government subsidies. Tuition must be kept at or slightly below market rates.
- The CDC will require accreditation, such as APPLE or NAEYC.
- There is currently a waitlist of 70-100 families for the existing on-site CDC, which has 141 children enrolled.
- The new CDC may be designed for multi-purpose use to allow for future flexibility.
- Land for the new facility will be provided through a land lease.

Child Development Center RFI QUESTIONS AND RESPONSES RFI-KSC-CDC-2023 Amendment 03
INTRODUCTION
NASA received the following questions on the CDC RFI as of April 5, 2024. NASA responds as follows —
1. Will you require that the operator be subsidized with state contracts for SR and VPK? or would the operator have a choice?
Response:
We currently do not offer SR, however we just started a VPK program and believe this is something center leadership will want us to continue. With that said, I think it would be up for discussion moving forward.
2. Is this new center strictly for the children of those employed with NASA?
Response:
No, it will be for NASA, KSC contractor workforce and Cape Side workforce.
3. Is the operator allowed to establish its own operating hours? We currently do 630am- 630pm.
Yes – our hours are very similar. We are open 6am – 6pm.
4. Does the operator enter into a government contract and if so it is for a certain period of time? Especially if the operator is responsible for the funding and building of the facility.
Response:
This RFI is seeking interested parties that wish to enter into a long-term Partnership Agreement; timeframe will be determined at a later date.
5. Is the program going to be sponsored by the employer, NASA? Or are the parents responsible for their own tuition?
Parents would be responsible for their own tuition.
6. Anything else imposed on the operator that we need to be aware of? ie: we must use a certain curriculum.
We would require accreditation (e.g. APPLE or NAEYC)
7. Is there a preschool currently in place or similar offering for these employees?
Yes, there is a child care center on site that cares for children 6 weeks to 5 years of age.
Current class structure is as follows: (3) infant rooms, (2) Toddler 1 rooms, (2) Toddler 2 classes, (3) Preschool Classes (3 yrs – 5 yrs).
8. Is there sufficient demand for a preschool program? How would we access that and guarantee that we will not end up with a very low capacity?
Response:
Yes, we’ve consistently, for the past several years had a wait list of 70-100 families. This includes the recent years where work from home has gained popularity.
9. Is there a control price tuition range? Our pricing in all locations we build is about $250- 300/week. As you know, labor costs and real estate costs have skyrocketed and tuition over the last 5-7 years has not.
Response:
There is no control price tuition. With that said, the current daycare is under management of the NASA Exchange whose sole purpose is to serve the Kennedy Space Center workforce and keep prices at or slightly below market tuition prices.
10. Are there any subsidies or is the land priced properly or free?
Response:
A new facility would be on a land lease.
11. What if the preschool does not have enough demand, can it be sold or utilized for something else?
There is potential for the facility to be categorized as multi-purpose to allow for other utilization in the future.
12. what is the average household income of the employees?
An average could be assessed by researching all surrounding areas. NASA/Contractor/Commercial – employees live throughout many cities/counties in Central Florida. (i.e., Orlando, Merritt Island, Melbourne, Indian Harbor Beach, Viera, Cocoa Beach, Cocoa, Titusville, Mims, New Smyrna, etc.)
13. How many kids years 0 to 5 do the employees have?
Current enrollment is 141.
14. Do they prefer close to home or a preschool close to work. As the studies show, 95% prefer close to home.
Response:
Past studies and responses from parents appreciate the daycare being behind NASA security gates and close to their offices.
15. What are the current tuition rates?
