About this file
This is a Request for Information (RFI) issued by U.S. Immigration and Customs Enforcement (ICE), Office of the Principal Legal Advisor, for market research on enterprise Software-as-a-Service (SaaS) eDiscovery platforms with Super Intelligence (SI) and Agentic SI capabilities. The RFI was issued October 19, 2026, with responses due October 28, 2026, at 1:00 p.m. Eastern Time. This is a non-binding market research effort under RFO Part 10 to inform future acquisition planning, requirements development, and independent government cost estimation. All response costs are the responsibility of interested parties, and no contract award or reimbursement is guaranteed.
ICE OPLA, the largest legal program within the Department of Homeland Security with over 2,300 attorneys and 350 support personnel, seeks a fully integrated, cloud-native SaaS platform supporting the complete Electronic Discovery Reference Model (EDRM) lifecycle across litigation, investigations, administrative proceedings, FOIA litigation, and regulatory matters. The platform must deliver capabilities spanning information governance and legal hold, collection and processing from multiple sources, early case assessment and analysis, and review and production functions. The Government seeks to understand how commercially available platforms incorporate SI and agentic capabilities—including autonomous workflow orchestration, intelligent task automation, contextual analysis, natural language interaction, and explainable SI with human-in-the-loop controls—to enhance traditional eDiscovery workflows. Vendors must maintain active FedRAMP Authorization at Moderate or High level and comply with federal cybersecurity requirements. White paper responses must include administrative information, company profile, capability narrative clearly distinguishing between generally available and roadmap items, and detailed responses addressing SI/agentic and EDRM functional capabilities with quantitative metrics where available. Submissions should be concise, in Adobe PDF format using 12-point Times New Roman font, and emailed to OAQ-ITD-SDrequirements@ice.dhs.gov with subject line "ICE eDiscovery SaaS – RFI Response – [Company Name]." No formal Q&A period is provided, and the Government may invite select vendors for voluntary one-on-one demonstration sessions following white paper review.

2.0 Agency Overview and the Office of Principal Legal Advisor The Office of the Principal Legal Advisor (OPLA), a component within the ICE federal agency, is the largest legal program in the Department of Homeland Security (DHS), with over 2300 attorneys and 350 support personnel. By statute, OPLA serves as the exclusive representative of DHS in immigration removal proceedings before the Executive Office for Immigration Review, litigating all removal cases including those against criminal aliens, terrorists, and human rights abusers.
OPLA also provides a full range of legal services to ICE programs and offices. OPLA provides legal advice and prudential counsel to ICE personnel on their customs, criminal, and immigration law enforcement authorities, the Freedom of Information Act and Privacy Act, ethics, legal liability under the Federal Tort Claims Act, and a range of administrative law issues, such as contract, fiscal, and employment law. OPLA represents the Government before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and the Board of Contract Appeals. OPLA attorneys provide essential support to the Department of Justice in the prosecution of ICE cases and in the defense of ICE’s authorities in federal court.
In addition to its Washington, D.C. location, OPLA has offices in more than 60 locations throughout the United States. ICE OPLA handles a large volume of cases and associated data. OPLA handles all aspects of the electronic discovery lifecycle using a SaaS based electronic discovery platform.
3.0 Purpose of Request for Information
ICE is conducting market research in accordance with RFO Part 10 to identify commercially available, cloud-native SaaS eDiscovery platforms capable of supporting the enterprise-wide litigation, investigations, administrative proceedings, Freedom of Information Act (FOIA) litigation, regulatory matters, congressional inquiries, and other legally, regulatorily required discover activities or compliance-related activities.
ICE anticipates a continuing need for a secure, scalable, cloud-based eDiscovery platform that supports the full Electronic Discovery Reference Model (EDRM), from information governance and legal hold through identification, preservation, collection, processing, review, analysis, and production.
As the volume, variety, and complexity of electronically stored information (ESI) continue to increase, the Government seeks to better understand the capabilities of commercially available platforms that improve the efficiency, defensibility, security, and quality of eDiscovery operations. In particular, the Government is interested in solutions that reduce manual effort, streamline workflows, enhance collaboration, improve data analysis, and support timely decision-making while maintaining appropriate human oversight and compliance with applicable legal and regulatory requirements.
The Government recognizes that recent advances in SI, including generative SI, machine learning, predictive analytics, and emerging agentic SI capabilities, have the potential to augment traditional eDiscovery workflows. Accordingly, the Government seeks information regarding how these technologies have been incorporated into commercially available eDiscovery platforms to enhance, automate, or assist users throughout the EDRM lifecycle. SI capabilities should complement and enhance core platform functionality rather than replace established eDiscovery processes.
The Government is interested in understanding both currently available capabilities and the maturity of emerging technologies, including autonomous workflow orchestration, intelligent task automation, contextual analysis, natural language interaction, explainable SI, and configurable human-in-the-loop controls.
Information received in response to this RFI will assist the Government in:
• Assessing the current commercial marketplace for enterprise SaaS eDiscovery platforms.
• Identifying mature commercial capabilities across all phases of the EDRM.
• Understanding the availability, maturity, and practical application of SI-enabled capabilities, including agentic SI, within commercial eDiscovery platforms.
• Evaluating approaches to improving efficiency, defensibility, scalability, and user productivity through automation and intelligent assistance.
• Identifying capabilities that support secure operation within a federal cloud environment, including compliance with applicable federal cybersecurity requirements.
• Informing acquisition planning, requirements development, independent government cost estimating, and future solicitation strategies.
