REQUEST FOR INFORMATION

The Mission and Installation Contracting Office – Fort Polk (MICC-FPLA), Fort Polk, LA is seeking sources potentially capable of (and willing to) providing professional logistical support services to the Operations Group, Joint Readiness Training Center (JRTC) for approximately a 60 day period (the planned two rotation time period is from 29 March – 30 June 2016) while the long term competitive follow-on acquisition is completed. By decision dated 4 February 2016, the SBA’s Office of Hearing and Appeals mandated the use of NAICS Code 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing for this requirement.

CONTRACTING OFFICE ADDRESS: Mission and Installation Contracting Office – Fort Polk (MICC-FPLA), 6661 Warrior Trail, Bldg 350, Fort Polk, LA 71459

BACKGROUND:

The JRTC is a diversified training base that conducts an estimated average of ten training exercises, known as rotations, in a 12 month period for Joint Task Forces. The scope of these exercises varies from mission to mission and range from 500 to 10,000 personnel. Support for some rotations may extend to other training areas associated with JRTC. These areas may include, but are not limited to, the Intermediate Staging Base (ISB) located at Alexandria, LA and Camp Beauregard located near Pineville, LA. Often, training exercises overlap each other by several days, calling for excellent planning and movement coordination of contractor provided assets to support simultaneous training events.

A critical component of the success of any JRTC training mission is to ensure that all units are provided essential logistical services during the scheduled training. Due to various factors such as excessive cost, logistical shortfalls in organic equipment, and time constraints, units cannot transport and provide these essential logistical services and materiel. Accordingly, Fort Polk provides what are known as “rotational life support services” to these units.

Rotational life support (“RLS”) is mandated by United States Army Forces Command (the Army Command [ACOM] which commands Fort Polk and the JRTC) Regulation 350-50-2, paragraph 2-8d, and Appendix H, Logistics Operations. This logistical component is considered “no fail”; without this support, a JRTC rotation would almost not happen.

CORE OBJECTIVES TO BE ACCOMPLISHED:

This effort seeks to obtain information regarding small businesses who are capable of furnishing all labor, materials, equipment, and services incidental to the set-up, operations, and removal of life support structures and services at Fort Polk, LA and other locations as identified by the Government in support of special training exercises conducted by the JRTC, Fort Polk, Vernon Parish, LA. Furthermore, it shall be understood that all resources are placed, maintained, serviced, operated, and removed in accordance with (IAW) instructions which would be provided by the Government.

Risk Factors: For any contractor to be able to perform this requirement, their action plan must demonstrate how they would mitigate the identified key risk areas to ensure the Government receives services which support this requirement to ensure military forces are properly trained. The following are the factors which carry the greatest risk in providing logistical support services where the Government is seeking risk mitigation in action plans submitted for review.

Equipment: The Contractor shall possess the capability to provide, setup, take down, maintain, and remove the following types of equipment in the performance of this service. NOTE: This list is NOT all-inclusive.

Because of the short suspense and brief performance period, it is critical that any potential offeror have the present capability to perform all tasks required. Accordingly, please provide documentary evidence of your ability to provide the necessary equipment (e.g., statement(s) of ownership, active lease agreements, etc.).
