Title: Computer-Aided Telephone Interview (CATI) Survey Software Recompete
Overview:
The United States Department of Homeland Security (DHS), on behalf of the Federal Emergency Management Agency (FEMA), intends to procure the software to support the Recovery Analytics Division responsible for conducting Customer Satisfaction Surveys on the FEMA Programs over the phone with survivors. This is a market research survey/sources sought notice for informational purposes only and shall not be construed as a Request for Proposal. FEMA is issuing this Request for Information (RFI) in accordance with the FAR 10.002(b)(2) to determine the commercial viability of the agency’s requirement description as well as to determine whether there could be small business entities that have capabilities to meet the agency requirements.
FEMA anticipates that all services and products described in the attached draft Statement of Work (SOW) will be required to support a modern CATI Survey Solution for FEMA to conduct the phone surveys for the Individual Assistance and Public Assistance programs.
The vendor must meet the requirements outlined in the draft SOW. Currently the program utilizes Sawtooth’s WinCati software solution for over the phone surveys as well as the Medallia platform for electronic surveys.
Requirement:
When the President declares a disaster, the Federal Emergency Management Agency (FEMA) accepts registrations for assistance from disaster survivors and emergency managers in the designated geographical area. As required by the Government Performance and Results Act (GPRA) of 1993, GPRA Modernization Act of 2010, Executive Order 12862, Executive Order 13411 and Executive Order 13571 and as approved by the Office of Management and Budget (OMB), FEMA is required to ensure the consistent delivery of excellent customer service to disaster survivors and emergency managers requesting assistance under the Stafford Act. In addition to measuring satisfaction and program effectiveness for GPRA results reporting, the information is used by FEMA to identify areas for improvement and apply changes to better serve the public.
The purpose of this requirement is to deliver and support a survey software solution which includes but is not limited to surveys for the Individual Assistance (IA) Program and the Public Assistance (PA)
Program. FEMA requires the ability to conduct phone surveys via Computer Assisted Telephone Interview (CATI). FEMA responsibilities include questionnaire design and authoring, respondent sampling methodology, data collections, data analysis, and formal result reports.
Contract Type:
FEMA anticipates to award to a Firm Fixed Price (FFP) Task Order to deliver the CATI Survey solution.
Estimated Period of Performance:
The estimated period of performance will consist of one (1) one-year base period and four (4) one-year option periods from the date of award. However, the Government's decision to continue with the contract, upon annual review, will be based upon successful performance during each previous year and continued need.
Again, this notice is for planning purpose only and does not constitute a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice.
