This document is a Request for Information (RFI) issued by Kessel Run (KR) of the U.S. Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base. The purpose of the RFI is to gather information from industry on capabilities to support the KR All Domain Common Platform (ADCP) program, which provides software development resources and enterprise services for critical warfighting applications.

The RFI requests information on the respondent's experience as a prime contractor supporting ACAT I weapon systems, including expertise in cloud services, Platform as a Service, Infrastructure as a Service, DevSecOps, and personnel with experience on specific DoD PaaS platforms. It also seeks information on the respondent's ability to support a FAR Part 15 Indefinite Delivery/Indefinite Quantity contract, including past experience, capacity for concurrent task orders, and cost accounting practices. The Government intends to competitively award a single IDIQ contract through this acquisition strategy.

Introduction:

Kessel Run (KR) has the responsibility of developing, fielding, and operating mission critical warfighting applications in support of the U.S. Air Force. These applications need to be operationally available and mission capable 24/7/365 in highly contested environments.

Because of these high-level demands, KR must constantly evolve with the needs and requirements of the Warfighter. This agile approach extends to the services we contract from industry. Moreover, KR must adopt a mature acquisition strategy that provides for an agile procurement of services to maintain pace with a constantly changing threat environment.

Therefore, it is the intent of KR to solicit responses from responsible sources to this Request for Information (RFI) to finalize the market research associated with this acquisition. This RFI is a follow-on to the previously released RFIs which were provided to industry through SAM.gov, GSA Alliant 2, Platform One BOA, GSA MAS, and VETS 2.

To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be handled accordingly and protected from disclosure. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for damages related to proprietary information that is not properly identified. Any submissions in response to this RFI constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center (FFRDC) Contractor employees, and Advisory & Assistance Services (A&AS) Contractor employees supporting the All Domain Common Platform (ADCP) program and/or AFLCMC/C3C (Kessel Run). All Government and Department of Defense (DoD) contractor personnel reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information.

Technical Requirements:

Please describe your company’s experience as a prime supporting an Acquisition Category (ACAT) Level 1 (or equivalent) weapons system as a full-service systems integrator in the following key areas.

1) For the following technical questions, please identify which Cloud Service Provider(s) (CSP) you have experience/expertise in providing the described services.

2) Do you have experience providing Platform as a Service (PaaS) architecture development, modernization, and sustainment services? If yes, please elaborate and provide relevant contract numbers for review.

3) Do you have experience managing PaaS engineering and migration activities to include managing tools and services that enable developers to build, scan, deploy, and monitor applications? If yes, please elaborate and provide relevant contract numbers for review.

4) Do you have experience providing Infrastructure as a Service (IaaS) to include the architecture development, delivery and sustainment of resilient and highly available cloud and connected edge infrastructure for both developers and Warfighters? If yes, please elaborate and provide relevant contract numbers for review.

5) Do you have experience providing DevSecOps software engineering support, Kubernetes infrastructure, and multi-region platform services to assist with the modernization of legacy software systems? If yes, please elaborate and provide relevant contract numbers for review.

6) How many full-time cleared developers do you have with expertise/experience utilizing Platform One, ODIN, and/or DAF Cloudworks PaaS (PartyBus, BigBang, ICAM) platforms to include those at the Secret and Top Secret clearance levels that facilitate the building, supporting, and deployment of DoD specific application software?

7) Do you have experience providing 24/7/365 weapon system support (both software and hardware/infrastructure) with cleared personnel, operating in classified environments, at worldwide (CONUS and OCONUS) sites? If yes, please elaborate and provide relevant contract numbers for review.

8) Do you have experience collaborating to develop system-of-systems solutions, including management of technology and mission integration across Government program office and vendor/prime contractor lines, utilizing Associate Contractor Agreements, working groups, cross-organizational Integrated Product Teams, and/or other analogous technical coordination forums. Please provide specific examples to include relevant contract numbers for review.

9) Do you currently have an accredited facility or facilities at the Secret and/or Top Secret levels? How many total seats can these facilities accommodate and how many are currently open/available?

10) Do you have PlatformOne PaaS developers currently supporting a DoD customer. If yes, please provide specific examples to include relevant contract numbers for review.

11) Please describe your company’s best practices for IaaS and PaaS. Do you have experience in evaluating and measuring the quality and maturity of IaaS and PaaS capability? Can you provide a Table of Contents (TOC) for your evaluation framework documentation?

12) Please describe your company’s experience with bringing in innovation and commercial best practices into the DoD landscape/environment.

Program/Contract Management Requirements:

The Government has determined that a FAR Part 15 acquisition strategy is most appropriate for this effort. KR’s intention is to competitively award a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract through SAM.gov. Offerors must be capable of supporting multiple Task Orders (TO) concurrently and reacting quickly to emerging requirements as they are made known in a timely and efficient manner.

Please provide your response to the following questions:

1) Do you have experience performing as a prime on a large FAR Part 15 ID/IQ? If yes, please elaborate and provide relevant contract numbers for review.

2) What is the maximum number of Task Orders (TO) you have led as a prime on a large FAR Part 15 ID/IQ concurrently?

3) What are the total dollar values of the TOs you have supported on a large FAR Part 15 ID/IQ as a prime?

4) Please describe your recruitment/staffing strategy for supporting multiple TOs concurrently.

5) Please describe your organizational reach back capabilities and how they can be leveraged to support current and emerging requirements in a timely and efficient manner.

6) Do you have recent (within the past three years) and relevant past performance performing work similar in nature in support of Department of Defense (DoD) cloud migration and DevSecOps activities? If yes, please elaborate and provide relevant contract numbers.

7) The ID/IQ contract contemplated by the Government will include multiple contract types, to include cost and incentive types, with the potential for task orders exceeding the $20M threshold for application of Earned Value Management (EVM). Does your firm have relevant past experience in execution of contracts with EVM reporting requirements? If yes, please elaborate and provide relevant contract numbers.

8) Has DCAA audited your accounting system and determined it to be adequate? If yes, please provide supporting documentation.

9) Does your firm have prior experience with Cost Accounting Standards (CAS) rules and regulations?
