About this file
This is a Request for Information (RFI) from the U.S. Army for a comprehensive five-course Digital Engineering (DE) Certificate training program designed to upskill the Engineering Technical Management (ETM) workforce in support of the newly established Product Manager for Army Systems Engineering & Architecture (PdM ASEA). The RFI is for information and planning purposes only and does not constitute a solicitation or binding commitment. The Army will not pay for any information or administrative costs incurred in response.
The training curriculum must align with DoD Instruction 5000.97 and prepare DoD civilian and military acquisition professionals to effectively specify, acquire, manage, and oversee next-generation defense systems using Digital Engineering and Model-Based Systems Engineering (MBSE). Required capability delivery includes instruction on Digital Engineering and Governance; Technical Risk Reduction; Strategic Framework alignment with DoD's Digital Engineering Strategy and DE Glidepath; Secure Lifecycle Management with integrated Cybersecurity considerations; and Emerging Tech Integration focusing on Artificial Intelligence as a system design capability and force multiplier. The program must bridge skills gaps for both technical leaders and non-technical acquisition personnel and embed critical cybersecurity protections and AI design capabilities into the systems engineering lifecycle. Respondents must submit unclassified capability statements in PDF format via email to Lindsay Vierheller (Contracting Officer) and Nekeya Sanders (Contract Specialist) no later than 12 August 2026. Responses should include company name, point of contact, NAICS code, PSC, relevant past performance, technical approach, and available product literature.

Request for Information (RFI): Engineering Training Courses for Army Systems Engineering & Architecture
Title: Army Modernization Protection (AMP): Prototype for Actionable Supply Chain Intelligence and Supplier Monitoring
This RFI is for information and planning purposes only and does not constitute a solicitation or a promise to issue a solicitation in the future. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for any information or administrative costs incurred in response to this RFI.
Statement of Need
• The U.S. Army requires a comprehensive, tailored five-course Digital Engineering (DE) Certificate training program to upskill its Engineering Technical Management (ETM) workforce. This training is essential to support the newly established Product Manager for Army Systems Engineering & Architecture (PdM ASEA). PdM ASEA serves as the Army’s mechanism to replace legacy, manual data systems with a living, authoritative "digital thread" that directly connects engineering requirements to real-time battlefield effects.
• This curriculum must align with DoD Instruction 5000.97 to prepare DoD civilian and military acquisition professionals to successfully acquire, manage, and oversee next-generation, digitally engineered defense systems.
Service Description
To ensure mission success, all proposed professional services, curricula and instructional delivery must strictly match the attached service description.
Objectives:
• Enable PdM ASEA
Prepare personnel to support the Product Manager for Army Systems Engineering & Architecture (PdM ASEA) in building a real-time, authoritative “digital thread” that replaces manual, disconnected data systems
• Bridge the Skills Gap
Provide scalable instruction tailored for both technical leaders and personnel with non-technical backgrounds within the acquisition community.
• Modernize Defense Acquisition
Train DoD civilian and military acquisition professionals to effectively specify, acquire, manage, and oversee next-generation defense systems using Digital Engineering (DE) and Model-Based Systems Engineering (MBSE).
• Integrate Secure, Emerging Tech
Embed critical Cybersecurity protections and Artificial Intelligence (AI) design capabilities directly into the systems engineering lifecycle.
Required Capability Delivery:
• Digital Engineering & Governance
Instruction on the application of Digital Engineering (DE), Model-Based Systems Engineering (MBSE), and engineering data management across the defense acquisition lifecycle.
• Technical Risk Reduction
Training on how to specify, evaluate, and manage digital engineering capabilities to improve interoperability, reduce technical risk, and accelerate acquisition timelines.
• Strategic Framework
Alignment with the DoD’s Digital Engineering Strategy, DE Glidepath, and the broader Digital Engineering Ecosystem.
• Secure Lifecyle Management
Integration of critical Cybersecurity considerations to protect mission assets, processes, and systems across the capability lifecycle.
• Emerging Tech Integration
Practical exploration of Artificial Intelligence (AI) as a system design capability, tactical force multiplier, and staff knowledge accelerator.
Instructions for Response
• Please provide a capability statement addressing the above questions.
• Include relevant past performance, technical approach, and any available product literature.
• Responses should be unclassified and submitted in PDF format.
• Submit responses via email to Lindsay Vierheller and Nekeya Sanders no later than 12 August 2026.
• Please include your company name, point of contact, NAICS code and PSC.
