About this file

This is a Request for Information (RFI) issued by the U.S. Department of Transportation, Volpe National Transportation Systems Center, to conduct market research on the availability of refurbished and used 50-foot railway boxcars for transporting ammunition and explosives. The RFI (RFI-DOT-VOLPE-2026-001) was issued October 7, 2026, with responses due by October 21, 2026, at 5:00 PM Eastern Time. This RFI does not constitute a formal solicitation or commitment by the U.S. Government, and no payment will be provided for response efforts.

The Government seeks information on two options: refurbished boxcars with a minimum 30-year remaining service life, or used boxcars in functional condition. Both options must be general-purpose 50-foot standard railway boxcars with wood floors and wood-lined steel walls, minimum 70-ton load capacity, gross rail load not exceeding 263,000 pounds (65,750 pounds per axle), and compliance with Association of American Railroads (AAR) standards for mechanical designation XM and car type B314 or equivalent. Boxcars must meet comprehensive technical specifications covering dimensions, design, trucks, brakes, payload securement, draft gears, couplers, safety appliances, and painting requirements per AAR Standard M-1001 with yellow carbody, red doors, and black underframe. All work must be performed in an AAR-qualified rail shop and subject to quality control, inspection, and testing procedures per AAR standards. Interested parties must submit a detailed Statement of Capabilities addressing company information, previous DoD experience, manufacturing certifications, estimated unit costs for orders up to 500 boxcars, product descriptions with photos, engineering and refurbishing efforts required, lead times, and warranty terms. Delivery will be to a CONUS U.S. Army rail base with location to be determined, and the contractor will be responsible for UMLER registration and acceptance inspections at the final destination.
