Request for Information Case Reporting and Information Management System (CRIMS) User Training Content Update

The mission of the Department of Defense (DoD) Office of Inspector General (OIG) is to (1) detect and deter fraud, waste, and abuse in DoD programs and operations; (2) promote the economy, efficiency, and effectiveness of the DoD; and (3) help ensure ethical conduct throughout the DoD. The Defense Criminal Investigative Service (DCIS) is the criminal investigative arm of the DoD OIG and is mandated by law and regulation to, among other things, report certain matters to the Congress, the Secretary of Defense, and the Attorney General. In order to comply with such mandates and de-conflict activities across the agency, DCIS captures information about investigative activities in a mission-critical information system known as the Case Reporting and Information Management System (CRIMS). CRIMS has more than 400 users located in more than 60 offices around the world.

CRIMS was built using a highly-customized version of commercial off the shelf (COTS) soft-ware known as Microsoft Dynamics CRM 2011. DCIS currently relies on about 50 videos and an equal number of user guides to provide users with on-demand training content regarding certain critical functions in CRIMS. The videos range in length from 2 – 7 minutes and the guides range in length from 1 – 30 pages, much of which are screenshots with text and graphic overlays to provide clear and concise guidance on how to perform the specified function. DCIS will be upgrading the underlying COTS software during FY2019 from CRM 2011 to Dynamics 365 (previously known as CRM 2016) and the above-referenced user training content must be updated to reflect the new Dynamics 365 “look and feel.”
