About this file
This Request for Information (RFI) seeks sources for designing and manufacturing a Cold Weather Contact Glove for the Army's Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE). The glove must prevent cold weather contact injury during dexterous tasks, be Berry Amendment compliant, feature capacitive touch capability, and withstand heat/flame exposure without melting or dripping. Specific requirements include providing company and product information such as pricing, product description, available sizes, commercial part numbers, production lead times, CLO rating (minimum 0.65), and Berry-compliance details.
Respondents must submit information by 11:59 PM on 12 AUG 2025 to multiple points of contact, including MAJ Taylor Moran, Mr. Austin Myhre, Mr. Jeff Royster, Mr. Bryan Millan, and Mr. Robert Drown. The government will conduct extensive testing using ASTM standards covering aspects like flame resistance, cut resistance, thermal insulation, dexterity, fabric strength, and water vapor transmission. This market research may be used to develop an acquisition strategy or request for proposal, with the government reserving the right to procure based on the received information.

Description(s): Cold Weather Contact Glove
Request for Information
Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE) seeks sources for the design and manufacture of a Cold Weather Contact Glove. This glove’s purpose is to prevent cold weather contact injury (frost bite) while performing highly dexterous tasks in a cold weather environment. The goal of this effort is to identify vendors capable of producing a Berry Amendment compliant Cold Weather Contact Glove with capacitive touch capability that shall not melt and drip when exposed to heat or flame.
Test methods the Government typically conducts:
• ASTM F2010 - Evaluation of Glove Effects on Wearer Finger Dexterity Using a Modified Pegboard Test
• ASTM D6413 – Standard Test Method for Flame Resistance of Textiles (vertical test)
• ASTM D1777 - Standard Test Method for Thickness of Textile Materials
• ASTM F1790/F1790M - Standard Test Method for Measuring Cut Resistance of Materials used in Protective
Clothing
• ASTM D3776 - Standard Test Methods for Mass Per Unit Area (Weight) of Fabric
• ASTM D5034 - Standard Test Method for Breaking Strength and Elongation of Textile Fabrics (Grab Test)
• ASTM D6193 - Standard Practice for Stitches and Seams
• ASTM D6614 - Standard Test Method for Stretch Properties of Textile Fabrics – Constant Rate of Extension
Method
• ASTM F3426-20 - Standard Test Method for Measuring the Thermal Insulation of Clothing Items Using
Heated Manikin Body Forms
• ASTM E96 - Standard test Methods for Gravimetric Determination of Water Vapor Transmission Rate of
Materials
• ASTM F1291 – Standard Test Method for Measuring the Thermal Insulation of Clothing Using a Heated Manikin
• Abrasion test - ASTM D4060 Tabor Abrasion
• Seam strength - ASTM D1683
• Stiffness - ASTM D1388
