About this file

This document contains Questions and Answers related to CBP's Request for Information (RFI) for Persistent Surveillance and Detection (PSD) systems. The key clarification provided is an extension of the RFI response deadline to December 17, 2024, at 5 pm ET. Most questions seeking specific details about system configurations, capabilities, contract structure, and maintenance requirements received "No Response" as this is for market research only, with CBP noting these questions will inform future RFP clarifications.

The document defines "AU" as Activity Unit and indicates vendors can propose their own unit of measure. Questions covered topics including potential system enhancements, contract types, maintenance requirements, and clarification of services to be provided at the "National level." The underlying RFI seeks contractors capable of engineering, procurement, installation, and maintenance of PSD systems along the US Southern Border, with an anticipated installation rate of 5 miles per year, focusing on tunnel detection capabilities across diverse environments on both Northern and Southwestern borders.

The below questions were received by CBP in reference to the RFI for Persistent Surveillance and Detection (PSD) posted to SAM.gov 11/25/2025 Question: Respectfully requests an extension of the due date for the RFI response in order to allow for enough time to fully and accurately provide the requested information. Would it be possible to extend the submission date to 20 December 2024?

Response: The RFI will be extended until 5 pm ET, 12/17/2024.

Question: Does CBP have any feedback, questions, or additional information required, further to previous RFI submission to CBP on the subject of PSD from April 2024?

Response: Not at this time.

Question: Does CBP intend for the installations in the new locations to be the same exact configuration as the current PSD?

Response: No Response. This was a Request for Information, for Market Research only, to identify potential vendors. However, questions will be used to identify any clarifications to any Request for Proposal

Question: The RFI includes persistent detection capabilities to be provided at areas on the Southern, Southwestern, and Northern borders. Can CBP provide more detailed information regarding the specific capabilities requested at each area?

Response: No Response. This was a Request for Information, for Market Research only, to identify potential vendors. However, questions will be used to identify any clarifications to any Request for Proposal

Question: Does CBP intend to require enhancements or new capabilities that are not present in the current PSD that would require non-recurring engineering?

Response: No Response. This was a Request for Information, for Market Research only, to identify potential vendors. However, questions will be used to identify any clarifications to any Request for Proposal

Question: For any system enhancements, will CBP consider a CPFF-type contract in order to allow for the development, first article test, and system verification before operational installation and use?

Response: No Response. This was a Request for Information, for Market Research only, to identify potential vendors. However, questions will be used to identify any clarifications to any Request for Proposal

Question: “Training, logistics support, maintenance, and other considerations will be provided at the National level.” Does this statement mean these services will be procured from a contractor by another U.S. Government agency at the national level, or does this statement mean the services will be provided by the U.S. Government agency, internally, at the National Level, without contractor involvement?

Response: No Response. This was a Request for Information, for Market Research only, to identify potential vendors. However, questions will be used to identify any clarifications to any Request for Proposal

Question: The type of contract structure that can support is based largely on the type of work being performed. Can more specificity about the types of Maintenance, Repairs, and Engineering Support tasks that CBP envisions as part of this scope be provided?

Response: No Response. This was a Request for Information, for Market Research only, to identify potential vendors. However, questions will be used to identify any clarifications to any Request for Proposal

Question: Please clarify the term "National level" so any differention between the Northern Border and Southern Border is clear.

Response: No Response. This was a Request for Information, for Market Research only, to identify potential vendors. However, questions will be used to identify any clarifications to any Request for Proposal.

Question: Please provide the definition of AU.

Response: AU = Activity Unit, propose whatever unit of measure you feel is appropriate
