Department of Homeland Security (DHS) U.S. Customs and Border Protection (Workforce Care Program)
REQUEST FOR INFORMATION (RFI)
Release Date: 28Apr2023 Response Date: 12May2023
Purpose:
U.S. Customs and Border Protection (CBP) is conducting market research to gain a greater understanding of the full range of available options to support the execution of a wellness mobile application for CBP employees and their families. CBP is seeking a mobile device application that provides a one-stop capability for CBP employees and their families to easily assess their resilience and wellbeing and access information on resilience and wellbeing offerings. This is an RFI released pursuant to Federal Acquisition Regulation (FAR) Part 10 – Research and Part 15.201(e). This RFI’s purpose is to obtain market information on viable sources, industry practices, and industry comments.
Background:
CBP employees struggle to access mental health resources that are compatible and adapted for the operational nature of their jobs. CBP is committed to workforce health, wellness, and resilience. The agency has established the Workforce Care Directorate (WCD) as a new organization in the Enterprise Services (ES) office to establish and oversee an enterprise-wide wellness and resiliency program for over 62,000 employees and their families. CBP currently manages many programs and initiatives with varying levels of support to employees. CBP has a WCD requirement to address a growing demand for easy workforce/family access to mental health, wellness, and resiliency resources via a mobile application (i.e., via mobile phone, tablet, etc.). The mobile application should provide the capability to anonymously access current CBP web-based wellness offerings, mental health resources, resiliency resources, as well as on duty clinicians. Some of CBP’s current offerings and resources include Employee Assistance Program (EAP), Health and Wellness, Veteran Support, Financial Wellness, Domestic Violence Prevention, Substance Misuse and Abuse Prevention, and Wellness & Resilience Training. The WCD mobile application should include the capability to be incorporated into a future WCD dashboard with the application’s collected performance and user data to leadership as part of a WCD dashboard. Selecting, configuring, and implementing a wellness mobile application allows workforce care to permeate the organization and CBP families and provide on-demand access to mental health resources, wellness offerings, and resiliency resources. CBP is looking to the vendor to provide best practice recommendations for what information should be collected, while maintaining user privacy and confidentiality (e.g., anonymous and no PII).
The WCD mobile application implementation and evaluation could include a Limited User Evaluation (LUE) in which a small diverse group of users will use the application and provide evaluation data to the vendor and CBP for analysis. Vendors shall provide recommendations to CBP on the proposed size and duration of the application LUE, as well as recommended users while ensuring user anonymity. User input from the LUE will provide valuable information on changes or improvements to the application prior to a larger user rollout. Vendors shall provide recommendations for expanding the application’s use beyond the LUE as well as approaches to track the applications user metrics. Vendors should also include the data the application collects and at what level.
The vendor should detail their approach to executing a wellness mobile application in its entirety, including if additional enhancements would be required to meet CBP’s needs and how user privacy concerns, user anonymity, and user locations would be addressed. We anticipate that the mobile application will be installed on employee's personal devices, but the mobile application may need to go through CBP’s Information Technology process if we decide to install it on CBP mobile devices (e.g., phones, tablets). CBP envisions this application to be available through commonly utilized application sites (Apple Store, Google Play).
CBP is interested in obtaining responses to this RFI from prospective vendors that could provide a mobile application that supports CBP’s requirements. The Government encourages the responders to this RFI and prospective vendors to describe their most innovative, cost-effective method in achieving the desired objectives and results. If the prospective vendors application meets some, but not all, of CBP’s requirements, prospective vendors should describe a path to meeting most, if not all, of CBP’s requirements including the proposed process, application implementation schedule and rough cost to achieve the requirements.
Objective:
CBP is seeking industry feedback on any and all existing tools that may be configurable and/or expandable to execute a wellness mobile application allowing workforce care to permeate throughout the organization and, furthermore, to the families of CBP personnel. Context and details of CBP needs related to the mobile application are included in the “Background” section which begins on the previous page.
Opportunity:
CBP wishes to identify industry specific information provided by suitable industry business partners to help better define the requirements to execute a wellness mobile application for CBP employees and their families.
Schedule:
CBP anticipates awarding a contract at by the end of 4Q of FY23.
Responses Requested:
CBP understands that some responses may be conceptual, while others are limited to the type of application being considered. Responses should also include experience with similar mobile applications as well as pricing to support the initial roll out and then full implementation of the application. Please also advise if you are on a CBP strategic sourcing contract vehicle, General Services Administration (GSA) vehicle, or any other agency multiple award contract (MAC).
To assist CBP in further refining our requirements, please provide responses to the following:
· What capabilities does your mobile application possess today and what is planned over the next 12 months?
· What limitations or challenges with the mobile application (and its use) should we be aware of?
· What data does your mobile application capture and make available for analysis and reporting? What data, if any, may be restricted/limited from being captured if CBP does not want certain data of its employees and family members to be captured?
· In order to best understand the mobile application user’s needs and wants, what are the best practices recommendations for what information should be collected while maintaining privacy and confidentiality?
· What other companies or government entities are using the app?
· What is the size and composition of the mobile application’s current user base in the United States? Globally?
· Are there any prerequisite requirements on CBP’s end to use the mobile application?
· With the current version of the mobile application, is there any optional functionality/features that don’t come standard and if so, what are they and how would CBP choose to enable them? If applicable, please provide estimated pricing for any optional functionality.
· In what country (countries) are the mobile application’s systems housed? If desired, is there a way to restrict the CBP version of the mobile application to use only systems/databases based in the United States?
Instructions and Response Guidelines:
