About this file

This document is an RFI (Request for Information) from the Joint Project Manager for Chemical, Biological, Radiological and Nuclear Protection (JPM CBRN P) seeking information on industry capabilities related to the Autonomous Decontamination System (ADS) with Modular Mission Payloads (MMP). The ADS is an automated and/or semi-autonomous/autonomous capability that leverages precision Chemical Warfare Agent (CWA) and Biological Warfare Agent (BWA) detection, modernized decontaminants, and robotics to provide decontamination capabilities. The RFI is focused on identifying ADS MMP components, sub-systems, and integration software that can be transported by or integrated into various military mobile platforms. Key details requested include detection capabilities, contamination mapping technologies, precision decontaminant application, and modernized decontaminants. Respondents are requested to provide information by April 12, 2024, and the RFI indicates this is for market research purposes only, not a solicitation for offers.

Question 1: [13 MAR 2024] Is the whole ADS system is up for teaming somewhere so that our response is delivered from that perspective or is there a system about to be fielded that we can take a look at so that the MMP interface is considered from that perspective?

Answer 1: At this time, we are seeking information on systems that could potentially support some of the requested capabilities listed in the RFI as well as an all-in-one MMP solution integrating these capabilities in a platform that can be transported by the army’s family of tactical vehicles. The ability of these systems to operate together is of particular focus including the software needed to facilitate their interface with the Government-managed Robotic Operating System – Military (ROS-M), Warfighter Machine Interface (WMI), and Robotic Technology Kernel (RTK).

Question 2: [21 MAR 2024] Our concepts/pre-production sensors are not presently COTS with a currently assessed TRL of 5. Are we eligible to submit to this RFI with the current developmental standing of our sensors?

Answer 2: Their status as both non-COTS with a TRL 5 does not prevent them from being submitted.

Question 3: [21 MAR 2024] I was hoping to clarify if you are looking for decontamination technologies (e.g., JGPD) which can be used with existing and future ADS decon systems or is this looking at a decon solution and dissemination system which could be attached to the ADS?

Answer 3: Both are of interest to the program office.

Question 4: [29 MAR 2024] Does the system to be built have a NET-ready KPP? If so, will it be part of CSC2/JADC2 compliant with SensorCE (ISA) or will it be TAK or both. If TAK will it be TAKDOD or TAKCiv or both?

Answer 4: We anticipate a NET-ready KPP based upon conversations with the JRO. There has been some discussion about ADS and the desire for some level of integration with CSC2. None of this information is officially captured in a DRAFT CDD so there are no additional details available at this time.

Question 5: [29 MAR 2024] Will the network median (Wired/Wireless) be defined, and at what stage; Will the equipment be GFE, or will the vendor be provided with permission to connect?

Answer 5: The network median will be defined in the DRAFT CDD. The ADS Program Office is primarily interested in the technologies associated with the vendors’ MMP and the software needed to facilitate their interface with the Government-managed Robotic Operating System – Military (ROS-M), Warfighter Machine Interface (WMI), and Robotic Technology Kernel (RTK). Interface Control Documents will be provided to facilitate this interface. We are not certain what the ADS DRAFT CDD will require.

Question 6: [29 MAR 2024] Will the system have a local control point (i.e., laptop), Remote control point, or both? If Remote, will it be a Command Post Common Environment (CPCE) or like kind that accepts TAK and/or ISA? If Local, does it have to meet a standard like CPCE and/or TAK, or can it be vendor provider? For both options, will they both require bi-directional command / Control (c2), or is local a C2 and the Remote situational awareness only?

Answer 6: Current JSTO AED prototype leverages Warfighter Machine Interface (WMI) for control. We are not certain what the ADS DRAFT CDD will require.

Question 7: [29 MAR 2024] What level of RMF (cyber req) will the system have at each phase, and when will it undergo the validation for an ATO?

Answer 7: We are unsure at this point and will need to see the Increment I and Increment II requirements in the ADS DRAFT CDD.

Question 8: [29 MAR 2024] Is it automatically expected that the undercarriage of the rolling stock is going to be contaminated or is the expectation that the undercarriage would need to be mapped for contamination as well?

Answer 8: We are not anticipating mapping of the undercarriage at this time.

Question 9: [29 MAR 2024] In your explainer video, one of the goals of station three is to tag vehicles as mission capable, mission capable with limitations, or non-mission capable. Has there been an acceptable level of contamination determined for mission capable and mission capable with limitations?

Answer 9: The Services have not provided any information regarding acceptable levels of contamination to be considered mission capable and mission capable with limitations.
