Subject: Outline for Janitorial Maintenance and Operations Support Services
JPL has determined that a proposer must possess the following qualifications in order to be considered a qualified source, and thereby eligible for potential award:
1. Small Business. Any potential proposer must meet the small business size standards matched to industries described in the North American Industry Classification System (NAICS), as modified by the
Office of Management and Budget effective January 1, 2012.
Specifically, proposers must meet the NAICS Code 561720 size standard for Janitorial Services.

2. Safety. JPL requires subcontractors to perform JPL work in a safe manner, and to maintain a safe working environment, as evidenced in the Subcontractors’ documented safety practices, which shall include an Experience Modification Rate (EMR) report.
For this reason, it is required that the proposer, as well as any second tier subcontractor, must be rated and shall have an EMR no greater than 0.99 to be considered.
OPTIONAL: Cost Accounting Standards. A potential proposer may be required to adhere to the requirements under Federal Acquisition Regulations: 52.230-2 Cost Accounting Standards.
Can your organization provide a DCAA accounting system certification or letter from an independent accounting firm disclosing in writing the proposer’s cost accounting practices?
The JPL Janitorial Maintenance & Operations (M&O) Support Services subcontractor shall service over 200 buildings and trailers (approximately 2.8 million square feet) and more than 170 acres on campus via the services outlined on the following pages.

Janitorial Services
a. General Requirements. Janitorial service applies to all designated spaces including, but not limited to, halls, restrooms, offices, work areas, entrance ways, lobbies, storage areas, elevators, and stairways.
Performance area for basic janitorial services are outlined below.
(1) General Floor Cleaning.
(a) Cleaning Under Raised Floors.
(b) Sweeping.
(c) Vacuuming.
(d) Damp Mopping.
(e) Stripping Finish.
(f) Finishing.
(g) Buffing.
1. Spray-Buffing.
(h) Shampooing Carpets.
(i) Spot Cleaning.
(j) Floor Walk-Off Mats.
(2) Mechanical/Electrical Room Cleaning.
(3) Restroom Cleaning.
(a) Cleaning Toilets.
(b) Cleaning Conventional Urinals.
(c) Cleaning Waterless Urinals.
(d) Cleaning Sinks and Washbowls.
(e) Cleaning Restroom Floors.
(f) Spot-Cleaning Restroom Walls and Ceilings.
(g) Cleaning and Refilling Dispensers.
(h) Cleaning Mirrors.
(i) Cleaning Shower Stalls.
(1) Cleaning Drinking Fountains and Sinks.
(2) High Dusting.
(3) Low Dusting.
(4) Emptying Waste Containers.
(5) Cleaning Blinds.

Pest Control
a. General Requirements. The Subcontractor shall perform pest control services for a variety of nuisance and health-risk insects, arthropods, rodents, invertebrates, and animals including, but not limited to, cockroaches, ants, ticks, fleas, earwigs, caterpillars, silverfish, spiders, mice, bats, birds, scorpions, moles, rats and bees; structural pests such as termites, wood destroying fungi, powder post beetles; mosquitoes and flies; ornamental and turf pests; and weed control, animal control, and carcass disposal. The Subcontractor shall maintain control of these pests. Control is defined as less than two sightings of the target pest during a
30-calendar day period.
b. Licensing and Supervision. The Subcontractor shall be licensed by the State of California to provide pest control in the categories specified in this outline. All work shall be performed by a certified applicator under the supervision of a certified individual.
c. Nuisance Pest Control. The Subcontractor shall provide pest control services for the control of cockroaches, ants, ticks, fleas, earwigs, caterpillars, silverfish, spiders, mice, bats, birds, scorpions, moles, rats, wasps, and bees. When infestations are found, the Subcontractor shall use standard industry practices by caulking, screening, or other exclusion or harborage elimination procedures; by trapping, application of pesticide bait, or other minimal application of least-toxic pesticides and formulations. The Subcontractor shall perform follow-up inspections and repeat measures until the acceptable level of control has been achieved.

d. Structural Pest Control.
(1) Termite Control.
(2) Beetle Control.
e. Mosquito Control.
f. Fly Control.
g. Ornamental and Turf Pest Control.
h. Miscellaneous Pest Control.
(1) Animal Control.
(2) Carcass Disposal.
(3) Operation of Scare Devices.
(4) Bee Hives and Wasp Nests.
(5) Cafeterias and Kiosks.
