1. Introduction. The 711th Human Performance Wing (HPW), United States School of Aerospace Medicine (USAFSAM) requires scientific, engineering, and technical acceleration and altitude expertise in order to maintain and support the productivity and continuity of the 711 HPW research, development, testing, and evaluation (RDT&E) and aircrew training programs during their transition from Brooks City-Base, TX (BC-B) to Wright-Patterson Air Force Base, OH (WPAFB).
2. Description of Work.
a. The Contractor shall provide maintenance for the centrifuge and research altitude chambers facilities. Performance will be conducted at BC-B and WPAFB after transition and relocation of the capability, from BC-B to WPAFB. The Contractor shall identify and provide all required resources to provide daily operation and maintenance of the centrifuge and research altitude chambers. This may include the programming of centrifuge and environmental chamber control systems, data collection and reduction systems, performance measurement and task presentation systems, system upgrades and improvements, assurance of instrumentation calibration and other tasks as required.
b. The Contractor shall provide support for daily operations of the BC-B centrifuge to perform high-g acceleration guidance for aircrew. This may include centrifuge setup, programming of centrifuge control systems, data collection, equipment and personnel scheduling, trouble shooting, repair as required to perform high-g acceleration training for aircrew.
c. The Contractor shall provide RDT&E support with a broad range of technical expertise, to support the missions of the HPW. This effort includes, but is not limited to, technical, scientific, and applied research support pertaining to acceleration research, altitude protection, thermal protection, aircrew protection, aircrew performance enhancement, aircrew training, spatial disorientation, warfighter fatigue, and life support equipment RDT&E. This may also include electronic/mechanical centrifuge/chamber setup, special test equipment setup, subject recruitment and scheduling, performing physical examinations, monitoring human use, equipment scheduling, conduct of current and planned human-use centrifuge and environmental chamber protocols, collection and management of data collected during these protocols, application of currently accepted analysis methods on the collected data, and preparation of final reports and presentations of the findings from these protocols. The technical expertise that may be required includes, but is not limited to, research scientist, aerospace physiologist, aerospace human factors, and test engineer.
d. The Contractor shall provide technical expertise to the Cockpit Equipment Integration Lab (CEIL) and the Field Of View Evaluation Apparatus (FOVEA). This effort includes, but is not limited to, fitting aircrew or subjects with operational or experimental life support equipment, cleaning and maintenance of life support equipment, conducting required equipment inspections, maintaining life support related technical orders, operation and maintenance of cockpit mockups and/modules, and collecting anthropometrical measurements. The technical expertise that may be required includes, but is not limited to, life support technician.
e. The Contractor shall provide and oversee an operations and maintenance support staff to oversee all of the following: scheduling of activities, providing project status updates, outlining contractor activities, forecasting personnel assignments, subcontract management, program planning, and reporting on the overall results of the effort. The Contractor shall facilitate ongoing research by providing technically sound methodology to arrive at solutions and recommendations for the customer. In areas that are uncharted, the Contractor shall conceive and develop methodologies for conducting safe research and present them accordingly. The Contractor shall perform other duties as needed to assist with a smooth transition of research and training missions from BC-B to WPAFB.
f. The contractor shall purchase materials and subcontracting as required to fulfill the requirement of this contract, including option periods, to support the effort.
g. In the case of unexpected long-term USAF needs for access to the Brooks centrifuge and research altitude chambers, the Contractor may be asked to deliver a plan that addresses the requirements to support continued use of the BC-B centrifuge and research altitude chambers for the period of performance of this contract.
h. While at BC-B, the Contractor shall maintain any necessary documents (e.g. lease agreement) with the Brooks Development Authority (BDA) that gives the Contractor the right to use the centrifuge and research altitude chambers.
3. COMPUTER AND NETWORK ACCESS REQUIREMENTS FOR USERS AND
EQUIPMENT
a. While at BC-B, the Contractor shall maintain contractor-owned equipment at the required level of security by following all Air Force Information Assurance (IA) procedures, including installing any required security patches, anti-virus software. Anti-virus software must be loaded and executed daily on every device, or the anti-virus software must have real-time protection enabled.
b. While at WPAFB, the Contractor shall comply with the following instructions when performance under this contract will require access to the Air Force unclassified computer systems or networks (stand-alone or networked), and/or the use of contractor-owned Automated Data Processing Equipment (ADPE).
- Air Force Instruction (AFI) 31-501, Personnel Security Program Management
- AFI 33-115, Network Management and Licensing Network Users and Certifying Network Professionals
- AFI 33-119, Electronic Mail (E-mail) Management and Use
- AFI 33-202, Computer Security
- AFI 33-204, Information Protection Awareness Program
- Air Force Manual (AFMAN) 33-223, Identification, and Authentication
- Air Force Material Command (AFMC) Supplement 1, AFMAN 33-223, Identification and Authentication
- Department of Defense (DoD) 5200.2-R, Personnel Security Program
When requiring access to the Government’s local area network/systems for their employees and/or contractor-owned ADPE, the Contractor shall comply with specific network access requirements and computer equipment restrictions as outlined below.
The Contractor shall have all contractor-owned ADPE certified and accredited before it is granted authorization to operate as a stand-alone system or to connect Government network. It is understood that deviation from this requirement may result in Contractor equipment being removed from the location.
The Contractor shall contact the Contracting Officer’s Representative (COR) at WPAFB prior to bringing contractor ADPE into any Government facilities. This point of contact will ensure all contractor-owned equipment is assessed to verify it meets minimum security requirements and is certified and accredited before network connectivity is granted. The certification and accreditation documentation is prepared by the Government with input and coordination from the contractor. Once certified, the Contractor shall maintain contractor-owned equipment at the required level of security by following all Air Force Information Assurance (IA) procedures, including installing any required security patches, anti-virus software, and Notices to Airman (NOTAMs). Anti-virus software shall be loaded and executed daily on every device, or the anti-virus software must have real-time protection enabled.
NOTAMs are security directives from the Network Operations and Security Center (AFMC/NOSC). NOTAMs will be provided to the Contractor System Administrator by the appropriate focal point. The Contractor shall install any Air Force or AFMC mandated software on their equipment if it is connected to the network.
The Contractor shall comply with contacting the designated COMPUSEC Manager if any software or hardware modifications are made so that the Government system documentation can be updated. The Contractor shall ensure the COMPUSEC Manager is notified of all modifications and provided access to the system to assess the system for compliance.
HQ AFMC/CV approval is required for network connectivity or access to Government systems by foreign nationals. Foreign nationals are not authorized interim access to unclassified Government networks.
The Contractor shall comply with the requirement for employee users to revalidate their account information yearly. The COR or QAP will provide instructions to all users, directing them to the appropriate web location with forms and instructions. A compliance suspense date will be provided. The Contractor shall comply with the compliance suspense date. Any accounts that are not revalidated by the stated suspense date will be disabled.
