SUMMARY OF FEEDBACK RECEIVED IN RESPONSE TO RFI-687-15-001

“Concept Paper for a new Environment and Biodiversity project in Madagascar”

Note: The most prominent patterns are around the need to focus on CSOs and advocating for including the Northeast region (Mamabaie) landscape as a Tier 1 Zone. Below is a summary of what appeared to be the most prominent points discussed by respondent:

1) Suggestion of Sofia, Diana, Sava regions, AG (rice) sector; asking for NE to be ‘tier 1 zone’ for the project.

2) Concurrence with region selection, stressing CSOs should be number one priority.

3) In favor of MIKEA landscape, encourages focus on landscapes and seascapes, align with current REDD+ efforts with Mangroves; focus on family planning needs of local communities and women empowerment, leverage newly established PHE network; focus on NGO and CSO strengthening.

4) Encouraging collaboration in COFAV; suggestion to further strengthen community engagement activities.

5) Suggestion to implement large biodiversity conservation program is SAVA region (NE).

6) Proposing a model of enhanced CBNRM as an approach, suggestion to use REPLACE IDIQ.

7) Importance of providing support for efforts to improved law enforcement around timber and wildlife trafficking and ‘share information’ on empowering CSOs, CBNMR, and PA management.

8) Request to add toxic chemical pollution as one of the threats to biodiversity.

9) Suggestion to add Analavelona Forest to Mikea landscape priority zone and include

Mandrare Valley in Anosy region (SE).

10) When dealing with disincentivizing crimes, it is critical to stress focusing on crimes and not criminals; consider focusing more on procedural justice issues.

11) Recommendation to address illegal mining in Eastern Rainforest Corridor; perhaps through the following:

a. Assess the value of the minerals versus ecosystem;

b. Best practices to prevent illegal mining (i.e. law enforcement patrolling, etc.);

c. Assess the environmental impacts (i.e. mercury poisoning, soil erosion, etc.);

d. Provide best management practices for recovering damaged natural ecosystems.

12) Strongly agrees with geo-focus; recommends further integrating specific concept of PHE into

CBNRM component; references former USAID/Madagascar approach from 2005 “Nature, Health, Wealth and Power” as a tool to revisit.

13) Recommends “Nature, Wealth, and Power” document published in 2013 by USAID/W for lessons on dealing with environmental governance; advocated for systems approach to link environmental and development activities; maximize private sector engagement (i.e.

Ambatovy and QMM); should consider set aside procurement mechanism devoted to CSOs;

argues Mikea is already saturated with donors of AFDB and WB; argues to replace it with tier 2 zones of Menabe and Mamaiebe.

14) Concurrence with the geographical focus; encouraging targeting precious woods in

Mamabaie and establishing (contributing to) baseline data studies.

15) Recommendation to include Mamaiebe landscape in tier 1 focus; sustainable financing activities for PAs was ‘inadequately addressed’; further include marine and mangrove focus in SW geo-focus; leverage SMART conservation software, argues that neither of tier 1 geo-focus areas suffer from rosewood/tortoise trafficking.

16) Notes that tortoises are widely not found in Mikea, suggestion to strengthen focus on marine areas in SW; states there is a lack of focus on extractive mining industries; argues most lemur hunting and tortoise trafficking occurs south of Toliora and not in Mikea landscape; further align timber trafficking strategy with CITES plan; recommendation to give priority to reefs and mangroves in Mikea.
