The United States Agency for International Development (USAID) Mission to Cambodia is conducting market research to determine if SBA 8(a) certified firms have the skills and capacity to support the Mission in: 1) supporting, coordinating, analyzing, drafting, managing, and advising on the Mission’s Education Project Appraisal Document (PAD); 2) conducting a sustainability analysis for the Education PAD; and 3) conducting a governance and accountability analysis for the Education PAD. USAID/Cambodia is requesting information from SBA certified 8(a) firms on their capacity and past performance to provide such assistance in Cambodia.
USAID is exploring how best to secure the below types of services.
1) Technical Support in drafting, design and finalization of the Education Project Appraisal Document (PAD)
PAD activities and tasks will include: attending core PAD team meetings; preparing of analyses and Scopes of Work as well as, all logistics related to various analyses, reviewing and providing feedback on analysis reports; preparing and completing the logical framework; supporting the draft and completion of the PAD and annexes;
assisting with preparation of the PAD Mission-wide review, including responses to questions raised by Mission staff, PAD Issues Paper, and PPT presentation; and coordinating support from USAID/Washington Asia Bureau, Economic Growth, Education and Environment Bureau, and the Regional Development Mission for Asia.
Write, edit, draft, and summarize all core pieces of the PAD in all areas, including analyses’ summaries for early grade reading, environment, gender, governance and accountability, partnerships, sustainability, and youth.
Completion of the above objective will necessitate the following: desk reviews, field research, summarization and analysis of core documents including the seven required assessments, various meetings with relevant donors, NGOs and local government, various presentations, and the drafting of numerous internal documents such as memos and action plans.
2) Cambodia Sustainability Analysis for the Education Project Appraisal Document (PAD)
The Mission is seeking information on 8(a) firms’ ability to conduct PAD sustainability analysis and deliver a written summary of the key issues with tailored recommendations at the sub-purpose level. For the purposes of integrating sustainability into USAID’s project design process, sustainability is achieved when host country partners and beneficiaries are empowered to take ownership of development processes, including financing and maintaining project results and impacts beyond the life of the USAID project. The Mission will provide a number of illustrative questions which cover; local demand/ownership, sufficient capacity, social/cultural, economic, political economy/governance, conflict, gender, demographic changes, science and technology, and partnerships.
3) Cambodia Governance and Accountability Analysis for the Education Project Appraisal Document (PAD)
The Mission is seeking information on 8(a) firms’ ability to conduct the Cambodia governance and accountability analysis for the education project appraisal document. Information for this report will be gathered through a desktop study of existing resources and targeted key stakeholder interviews in Cambodia.
