MUNICIPAL SERVICES PROGRAM KHYBER PAKHTUNKHWA

SOW for Engineering Services for Interim Period

Context:

The Municipal Services Program Khyber Pakhtunkhwa (MSPKP) is a municipal services delivery improvement program focused on drinking water supply, sanitation (wastewater drainage and sewerage), and solid waste management in the urban areas of Peshawar, Malakand, and Dera Ismail Khan Pakistan. Through a Government to Government (G2G) agreement, the Government of Khyber Pakhtunkhwa (GoKP) has established a Project Management Unit (PMU) to award the construction contracts, while USAID manages the Architecture and Engineering (A&E) services. Prior USAID A&E consultants, have performed work under MSPKP such as construction supervision, assessments, preparation of designs, development of bills of quantities (BOQs), engineer’s estimates, drawings, specifications, environmental documentation forms (EDFs), and environmental mitigation monitoring plans (EMMPs), etc. This work currently varies in its stages of completion, and the implementation of some activities is in progress while it has not yet begun on others.

Required Services:

USAID/Pakistan requires the services of a small team of water supply and sanitation engineers (Task Team) for a period of six months to carry out the following activities:

a) Review of existing designs, BOQs, engineer’s estimates, drawings, specifications, EDFs/EMMPs etc. prepared by prior consultants;

b) Perform construction site inspections, as needed, to verify completeness of ongoing works;

c) Complete and improve the existing designs, bills of quantities, engineer’s estimates, drawings, specifications, EDFs/EMMPs etc.;

d) Review and revise the milestones within MSPKP Project Implementation Letters (PILs) as needed to correspond with any changes to the designs, BOQs, engineer’s estimates, and drawings;

e) Review and suggest improvements in the designs, BOQs/Estimates, Drawings, Specifications, EDFs/EMMPs, Tender Documents, etc. prepared for Dir, Mingora, and Dera Ismail Khan, by the PMU’s consultant;

f) Review and comment on the bid evaluation reports prepared by the PMU’s consultant for the MSPKP activities in Dir, Mingora, and Dera Ismail Khan;

g) Document work performed and provide justifications for the changes in designs, BOQs, engineer’s estimates, drawings, specifications, and other deliverables;

h) Rewrite the project description chapters for the revised PILs including the original and revised conditions and reasons/justifications for revision of the various activities of PILs;

i) Assume responsibility of the project record and related property from USAID’s current A&E contractor at the conclusion of their contract, use it during the interim period according to the contract, keep it safe in custody, and hand it over to the new A&E contractor at the conclusion of the interim period, procurement of the services of which are planned;

j) Assume responsibility for sites where construction is in progress, and the relevant record and information from the current A&E contractor at the conclusion of its contract;

k) Provide - after exit of the current A&E contractor (November 25, 2018)- construction supervision and monitoring services (including quality and quantity monitoring, checking and approval of construction contractors’ payment certificates and recommend to PMU payment against these) for all the ongoing construction activities/sites in Peshawar as explained in the Scope of Work section below;

l) Issue milestone (as elaborated in the PILs) completion certificates; and

m) Any other tasks associated with the preparation of deliverables required for the revision of PILs;

These activities will require verification of conditions in some situations, and some members of the Task Team may need to visit the MSPKP sites to familiarize themselves with the project and activities. USAID and PMU-MSPKP will facilitate this, handing over the record, and passing on other information from the current A&E contractor.

The above services are to be applied to the activities detailed in the scope of work below.

Scope of Work:

Nine (9) PILs related to infrastructure have been signed under MSPKP so far. Activities of four PILs (#3, 5, 6, and 7) have been completed according to the PILs. Activities of three PILs (#11, 12, and 13) are in various stages of implementation, while construction of the PIL014 activities could not be commenced so far for want of designs’ review and revision. Details of the four current PILs, update on the new PILs and the services required from the task team are given in the below paras.
