About this file

This document is a Request for Information (RFI) for the Soldier Borne Mission Command (SBMC) system, formerly known as IVAS Next, issued by the U.S. Army. The RFI seeks industry feedback on developing a next-generation soldier technology platform, with the government anticipating a full and open competition for up to two awards on a best-value tradeoff basis. Key requirements include submission of technical proposals with thermal and low-light modeling data, system architecture diagrams, and functional sample hardware demonstrating performance in areas such as sensor capabilities, display performance, human factors, power requirements, and weapon systems compatibility.

The procurement timeline targets initial prototype delivery within seven months of award, with a potential two-phase prototyping approach that may downselect to one awardee based on Phase 1 performance. Vendors are required to submit responses to specific points of contact by 5:00 p.m. EST on 13 March 2025, using a prescribed email format. The technical proposal must address design approach, extensibility, program management, data rights, quality assurance, product support, and include a design-to-cost projection for future production unit pricing. This RFI is informational and does not constitute a formal solicitation, with the ultimate goal of developing an integrated visual augmentation system to enhance soldier lethality, mobility, and situational awareness.

Soldier Borne Mission Command (SBMC) (Formerly known as IVAS Next)

Request for Information

SBMC Industry Feedback

This notice is a follow-up to the IVAS Next Request for Information issued on 22 January 2025 (SAM.gov ID: RFI-2_W91CRB_IVASNEXT) and the IVAS Next Virtual Industry Day held on 11 February 2025 (SAM.gov ID: VIR-IND-DAY-

1_W91CRB_IVASNEXT).

Overview: PdM IVAS is seeking additional industry feedback on the planned SBMC (formerly known as IVAS Next) effort given the following scenario:

1. The Government anticipates a full and open competition for SBMC.

2. The Government anticipates requesting the following information, samples, and demonstrations, which will be utilized to assess offers on a best value tradeoff basis:

• Technical Proposal o Thermal and Low Light Modeling Data o System architecture diagram (Magic Draw or similar format) o Functional Sample Hardware - At a minimum, the Government intends to conduct testing in the following areas, to evaluate the offeror’s sample hardware against the SBMC technical requirements:

Low Light sensor performance Thermal sensor performance Display performance Human Factors (to include visual factors) Power requirements Weight Weapon systems compatibility (e.g. helmet, body armor, small arms)

Note: Offerors will be scheduled to conduct a hands-on demonstration of the operation of their sample hardware prior to the Government’s technical evaluation.

• Cost Proposal

3. Technical proposals will explain the offeror’s planned approach to design, build, test, and deliver SBMC prototypes and outline how the offeror will prepare for follow-on production. Technical proposal topics will include, but are not limited to, the following:

• Technical Approach

• Extensibility Approach

• Program Management Approach

• Data Rights Approach

• Quality Assurance, Reliability, and Test Approach

• Product Support Approach

• Relevant Experience

• Sample Hardware Description

• Design-to-Cost (cost projection for unit cost of follow-on production)

4. The Government anticipates making up to two (2) awards on a best value trade off basis. The Government intends to provide the established cost constraints for this effort and the design-to-cost target, production unit price cost for SBMC within the solicitation.

5. The Government anticipates an initial award for prototyping (across two phases with potential down to one awardee based on the evaluation of performance at the end of Phase 1).

6. The Government’s expectation is for prototypes to be delivered within seven (7) months of initial award, to allow for Government testing.

Based on the above scenario and the information provided in the previously requested IVAS Next Request for Information and the IVAS Next Virtual Industry Day brief, PdM IVAS requests Industry provide feedback by completing and submitting the SBMC Industry Questionnaire (Attachment 5).
