USAID Concept for Diaspora Engagement in Lebanon
September 2022
USAID/Lebanon Background Country Development and Cooperation Strategy (CDCS) 2021-26 Improving productivity and market access to exports, create employment opportunities, and generate more domestic resources for economic recovery reforms;
Improving the effectiveness of basic and higher educational institutions;
Enhanced effectiveness of public service delivery to Lebanese communities;
Meet the basic humanitarian needs of vulnerable populations.
USAID Assistance Activities USAID/Lebanon is prohibited by law from working with security sector entities USAID/Lebanon must adhere to Congressional and US Government requirements Activities must be consistent with USAID/Lebanon’s CDCS Activities must be within the scope of existing programs Parameters of Cooperation
Amy McQuade () - What is this title about here on USAID Assistance Interventions?
Piloting Diaspora Cooperation USAID wants to start with renewable energy Once we work out the mechanics, we can explore other potential areas of cooperation with Lebanese diaspora Perhaps focus on using diaspora support to purchase equipment and supplies
INARA Project Summary INARA -- Innovation for Affordable And Renewable Energy for All Project $30 million contract awarded through full and open competition to construct/rehabilitate renewable energy systems launched in Sept 2022 Implemented by DT Global, a US-based contractor that is owned by a charitable trust INARA includes solar and hydroelectric interventions that are carried out in partnership with clusters of municipalities
INARA as Opportunity for Diaspora Partnerships There is widespread awareness of Lebanon’s electricity challenges among the diaspora The request is well defined and finite – No open-ended commitments Community-based interventions more appealing than national-level interventions to diaspora USAID already committed $30 million to INARA USAID will provide robust technical, environmental, and financial oversight of projects
Next Steps Issue a Request for Information Establish mechanism(s) to channel diaspora funds to INARA while maintaining proper segregation of funds Organize an appeal with broader diaspora community in tandem with USAID Lebanon Desk in Washington DC.
Establish transparent reporting mechanisms for the diaspora
