About this file
This document is a Questions and Answers (Q&A) file accompanying a Request for Information (RFI) for CBP Engineering Support - Sensor Mission Management System, focused on the Minotaur baseline software and related platforms.
The Q&A addresses eight inquiries regarding data rights, cybersecurity frameworks, platform prioritization, technical specifications, and vendor responsibilities. Key points include: (1) Minotaur source code is housed and controlled jointly by CBP AMO and Navy (PM290 Program Office), with all access requests requiring Navy authorization; (2) cybersecurity governance follows the Risk Management Framework (RMF) under DHS 4300A and CBP 1400-05D, based on NIST standards 800-37 and 800-53; (3) all Minotaur-related platforms are mission-critical and prioritized per program schedules; (4) specific technical information regarding current software versions, latency thresholds, bandwidth constraints, and platform complexity is deferred to a future formal solicitation; (5) airworthiness certification remains a governmental function with vendors supporting through lab-based software development; and (6) vendor lab space will support software development, testing with sensors and interfacing equipment, with some equipment potentially provided as Government-Furnished Equipment (GFE). The document does not specify response dates, award dates, pricing terms, or set-asides, as this is preliminary market research rather than a formal solicitation.

CBP Engineering Support - Sensor Mission Management System
Request for Information (RFI) Questions and Answers:
1. What data rights does the Government currently hold in the Minotaur baseline, and will the contractor be provided full access to source code, configuration control documentation, and integration artifacts?
Answer: The Minotaur Software baseline source code is currently housed and controlled by CBP AMO and Navy (PM290 Program Office). All requests for access to Minotaur source code has to be vetted and authorized for access by NAVY program office.
2. What cybersecurity framework governs Minotaur (e.g., RMF under DHS 4300A), and what system impact level(s) and accreditation boundaries apply across airborne and ground installations?
Answer: For all DHS system Authorization, RMF is followed for receiving and maintaining the ATO. The documents followed are primarily DHS 4300A and CBP 1400-05D (Based on NIST 800-37 and 800-53)
3. Are there mission-critical platforms or operational capability gaps driving near-term urgency, and how is AMO prioritizing platform upgrades?
Answer All Minotaur related platforms are mission-critical and prioritized accordingly based on program schedules.
4. What latency thresholds and bandwidth constraints currently limit ISR dissemination across AMO airborne and ground platforms?
Answer: Platform type and variants within platform types are each different and vary widely.
That information may be addressed, if there is a future solicitation for these services.
5. Could you please specify the current software version and any relevant technical documentation for the Minotaur Mission Processor software baseline?
Answer: The Government does not consider that necessary information to respond to this RFI/sources sought
6. For the integration of the Minotaur system on aircraft, what are the responsibilities of the vendor in the airworthiness certification process?
Answer: Airworthiness is inherently a governmental function
7. In an effort to further define complexity, would the government provide insight into the number of platforms within each aircraft type that are expected to be addressed under this effort?
Answer: Platform type and variants within platform types are each different and vary widely.
That information may be addressed, if there is a future solicitation for these services.
8. Please provide further specificity on the type of work to be performed in the vendor lab space?
Answer: The vendor lab space would support the vendor’s software development, including testing with sensors and other interfacing equipment, some of which may be provided as
GFE.
