REQUEST FOR INFORMATION (RFI) NOTICE
This is a Request for Information (RFI) (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation if one is issued. All costs associated with responding to this Notice are solely at the responding party's expense.
The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Government Point of Entry or other similar source (e.g. GSA E-buy).
No proprietary, classified, confidential, or sensitive information should be included in responses to this Notice, unless otherwise appropriately marked by the Respondent. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s).

Project Title / Short Description: Software Portfolio Management

1. Lead in Statement:
The purpose of this RFI is for the Government to obtain knowledge and information for project planning purposes only. The Government plans to schedule one-on-one sessions with a few industry respondents with commercial software sourcing and vendor management experience, based on their RFI responses.
Draft Statement of Objectives (SOO) is attached.
2. Detail Statements:
The purpose of the potential acquisition is to acquire contractor services to establish and operate a Software Portfolio Management program that transforms how the IRS acquires commercial software, optimizes costs, and incorporates vendor management best practices.
3. Requested Information:
Responses to this Notice should include the following:
A. Respondent’s UEI number, organization name, address, point of contact, type of business (large or small) and socio-economic status (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code.
B. Identification of any contract vehicles (e.g., GSA schedule numbers and SIN category(ies)) they may possess or are aware of that would support this possible requirement.
C. Vendor’s technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
D. Capability statements that address corporate expertise with commercial software sourcing, vendor management, and cost management as relevant to the SOO requirements. The Government is specifically interested in methods and metrics to measure and improve cost avoidance.
E. Are you currently providing, or have you recently provided, services similar to what was described in the draft SOO to any government or commercial entity? If so, please provide the agency/company name, contract number, and contract value with a description of the work provided.
F. Information on objectives, task areas, pricing structures, performance incentives and delivery schedule.
i. SOO: Are the problem statements, business task areas, current environment, objectives, and constraints descriptive enough to allow industry to prepare a Performance Work Statement (PWS) and pricing volume, given the Government’s PWS template? If not, identify areas that are unclear.
ii. Deliverables. Identify the plans and reports that are best suited as the deliverables for the Software Portfolio Management Program.
iii. Schedule. Identify target dates for initial and full operational capability for the Software Portfolio Management Program.
iv. Pricing Structures. Recommend pricing structures for the Software Portfolio Management Program.
v. Performance incentives. Approaches to measure industry performance (ex. based on cost avoidance for future software agreements).
vi. Are there qualifications/ certifications requirements for individuals or for the vendor as whole who is performing the services? If so, what are they and do they apply to this acquisition? Subcontracting possibilities, specifically for small or large businesses.
vii. Identify additional GFI needed on current software vendors and planned software agreements required to build a responsive proposal.
G. Identify any organizational conflicts of interest (OCI) that would complicate your company’s direct participation in drafting acquisition documents, to include source selection sensitive information, to contract for commercial software licenses.
H. Any other information that may be helpful.
