About this file
This Performance Work Statement (PWS) details preventative maintenance and repair services for four Model Kardex Shuttle 500 Vertical Lift Modules (VLMs) located at Edwards Air Force Base in California. The contract requires the contractor to perform semi-annual and annual preventative inspections and maintenance to ensure the VLMs remain fully operational, in accordance with manufacturer specifications and industrial standards.
Key requirements include submitting a Preventative Maintenance Inspection (PMI) plan within 15 calendar days of contract award, conducting scheduled maintenance, responding to service calls within 4 hours during normal duty hours, and providing an "Over and Above" work request process for repairs outside standard maintenance. The contractor must comply with Air Force safety standards, base security regulations, and environmental requirements. The PWS includes provisions for trip charges, hourly service call rates, and a detailed process for approving additional work beyond the basic contract, with work requests under $2,500 approved by the Project Manager and requests over $2,500 requiring Contracting Officer approval.

PERFORMANCE WORK STATEMENT
FOR
MODEL KARDEX SHUTTLE
500 VERTICAL LIFT MODULES (VLMs)
EDWARDS AIR FORCE BASE
CALIFORNIA
DESCRIPTION OF SERVICES
1.0 Scope of Work. The contractor shall furnish all labor, tools, equipment qualified personnel, administrative support, and transportation necessary to perform preventative maintenance and repairs of (4) Model Kardex Shuttle 500 Vertical Lift Modules (VLMs) located at Edwards Air Force Base (EAFB), California in accordance with this Performance Work Statement.
1.1 Preventative Maintenance. (CLIN 0001) The contractor shall perform semi-annual and annual preventative inspections and maintenance of the 4 VLMs to ensure each lift is fully operational at all times. All preventive maintenance shall be in accordance with manufacturers’ specifications/instruction or commercial/industrial standards. The semi-annual and annual preventative inspections and maintenance shall be coordinated with the Project Manager (PM).
1.1.1 Preventative Maintenance Inspection (PMI) Program. The contractor shall submit a PMI plan to the PM for approval within 15 calendar days after award. The purpose of PMI is to prevent and correct deficiencies with the VLMs, by minimizing equipment breakdowns and service interruptions, extending component service life, and maximizing operating efficiency. The PMI plan shall cite manufacturers’ specifications/instruction or commercial/industrial standards, and shall include equipment components to be inspected and maintained, inspection and maintenance techniques (adjustment, lubrication, repair, replacement, inspection, and testing of the VLMS and all associated mechanical devices, and safety equipment), as well as an inspection and maintenance schedule.
1.2 Trip Charge. (CLIN 0002) One trip charge will be used each time a service call is placed by the Government to cover the contractor’s travel to EAFB.
1.3 Service Calls. (CLIN 0003) The Contracting Officer (CO) will designate in writing, Government individuals that are authorized to place service calls to the contractor for maintenance and/or repair services. Service calls are separate events from scheduled preventative maintenance visits. Service calls are used to diagnosis repairs that are not considered preventative maintenance repairs in order to return the VLMs to full functionality. Service calls consist of an hourly rate that begins once the contractor has arrived to EAFB and has begun diagnosing required repairs. Once the contractor is notified of a service call, the contractor must respond and be on-site within 4 hours to begin diagnosing the repair. Service calls shall only be placed and responded to within normal duty hours. Once required repairs have been diagnosed, an Over and Above Request Form (Appendix A) shall be submitted if not within the scope of a preventative maintenance or repair.
1.4 Over and Above. (CLIN 0004) Over and above work is work discovered during the course of performing preventative inspections, maintenance, and repairs or during a service call that is outside the contractor’s control and not within the scope of preventative maintenance and repairs.
This permits the government and the contractor to negotiate parts and labor, which are within the general scope of the contract and are necessary to make repairs or prevent malfunctions, but are not specifically identified and priced. The contractor shall not proceed with the over and above repair work until the work order has been approved. The contractor shall commence work and complete work by the mutually agreed upon dates. Over and above guidelines are provided in DFARS clause 252.217-7028.
1.4.1 Over and Above Procedures. The contractor shall submit a written work request form (Appendix A), with a detailed cost estimate and warranty terms, to the PM and CO when required within three business days of diagnosis. Work requests shall contain data on the type of discrepancy disclosed, the specific location of the discrepancy, and the estimated labor hours and material required to correct the discrepancy. If the Government and the Contractor cannot agree upon a firm-fixed price for the Over and Above Work request, the Government has the right to openly compete the Over and Above Work.
(1) All work requests submitted with a total value of less than $2,500.00 will be reviewed and approved by the PM. All over and above work requests of $2,500.00 or more will be reviewed by the PM, but must be approved by the CO to make the determination of a fair and reasonable price.
(2) The PM for this contract shall –
(a) Promptly review the over and above work request for technical acceptability and the reasonableness of the price within 5 working days.
(b) Verify that the proposed work is required, appropriate, and is not covered under the basic contract line item(s).
(c) Verify that funding is available for the over and above work request.
(3) The PM shall inform and coordinate with other appropriate government agencies on base as necessary, in a timely and professional manner.
(4) Approval will be done in writing, unless under emergency conditions where oral approval may be used. All oral approvals will be followed up in writing. The approval will establish a firm-fixed price for the work request. Failure of the contractor to provide the information required on the over and above work request, within the specified time frame, may be grounds for the government to openly compete the over and above work.
