Sources Sought Notice
This is a Sources Sought notice. This is not a request for proposals, proposal abstracts, or quotations. It is a survey to identify potential sources. The United States Agency for International Development (USAID) is performing this market survey to determine if an adequate number of organizations are interested in and capable of implementing and capable of conducting a local network/systems assessment to support the upcoming USAID/Kosovo Local Works activity.
Background
USAID/Kosovo was recently selected to participate in the Local Works program. USAID’s Local Works is a unique program designed to advance locally led development and enhance the Agency’s ability to empower local actors to take the lead in addressing their own development challenges. You can learn more by visiting the USAID Local Works page.
USAID/Kosovo aims to bring together local communities/target stakeholders to work around a common initiative -- recycling. The mission intends to work on the co-design to a solution for socio-economic cohesion with four targeted local stakeholder groups: 1) youth; 2) Kosovo Roma, Egyptian and Ashkali minority groups -- principal informal recyclable material collectors; 3) for-profit recyclable material processors/recyclable companies; and 4) local and national government. This design provides an opportunity to test out the collaboration of different socio-economic structures in Kosovo and derive different approaches to building locally developed solutions to recycling.
Project Requirements
In order to inform the design of this new activity, USAID/Kosovo is performing a market survey to identify organizations who are interested in and capable of carrying out a local network/systems assessment to analyze local development actors (based on the stakeholder groups identified above) and assess the relationships and levels of influence between those actors to help identify potential Local Works partners and stakeholders. Additional sub-objectives include:
1. Identify organizations through a range of potential organizational and social network analysis techniques with meaningful ties to other actors working to further Kosovo’s development.
2. Conduct qualitative data collection to gather data on the gaps, challenges, and opportunities facing various stakeholders in Kosovo’s recycling system.
3. Map the actors participating in the recycling sector in Kosovo using a social or organizational mapping tool. Consider mapping actors that are not participating in the system, but could be engaged in sustainable, local development outcomes.
4. Analyze social or organizational network analysis data.
5. Present and report data to USAID/Kosovo in a simple, easily understood way to inform decision-making about potential programming under Local Works.
6. Provide recommendations based on the data to inform Local Works strategy and operational planning for strengthening local networks and recommend capacity building actions to increase the effectiveness of their initiatives and networks.
Anticipated Period and Place of Performance
In the event that an award is made, the anticipated period of performance for the assessment will be determined. The project will be implemented in Kosovo and USAID/Kosovo may determine to focus on specific areas. USAID/Kosovo seeks to directly partner with a local Kosovo organization or consortia led https://www.usaid.gov/partnership-opportunities/ngo/localworks by a Kosovo organization. USAID/Kosovo encourages interested organizations to consider strategic partnerships that may provide the full complement of technical capabilities described in the project requirements section.
Submission Guidelines
Interested organizations should submit a statement addressing the following points:
1. Capacity of your organization, or partnership, to perform the work described above, demonstrated by your potential, high level technical approach.
2. Description of past expertise with relevant work. Please include information about clients (governmental, non-governmental), including dates of work performed.
3. Suggest additional considerations for the assessment of Kosovo recycling systems and social-economic cohesion for the targeted stakeholder groups (listed above).
