RFI #1 – Building 53 Limited Scope & Tenant Backfill Project- RFIs

December 2, 2019

1. May we submit as two Co-Lead Designers?

Answer: The lead designer shall be an individual or a team of designers who will have primary responsibility to develop the concept and the project design.

2. Under Go/No Go Factors, you cite that “The Firm must be a qualified small business”. Must we only demonstrate that we meet the financial criteria outlined? Or is there a specific formal Certification you seek?

Answer: Per 13 CFR 121: you need to make sure they have updated SAM (now beta-SAM) and certify they are small under the NAICS code.

§121.110 What must a concern do in order to be identified as a small business concern in any Federal procurement databases?

(a) In order to be identified as a small business concern in the System for Award Management (SAM) database (or any successor thereto), a concern must certify its size in connection with specific size standards at least annually.

(b) If a firm identified as a small business concern in SAM fails to certify its size within one year of a size certification, the firm will not be listed as a small business concern in SAM, unless and until the firm recertifies its size.

3. For Factor 3, Lead Designer Portfolio, if two Co-Lead Designers, can each Lead Designer submit 3 projects? Or should 3 projects be the total for both Lead Designers?

Answer: If the lead designer is a team, submit a portfolio of up to two projects from each lead designer.

4. For Factor 4, Lead Designer Profile, are you seeking—in addition to the two similar projects—information summarizing the Lead Designers’ other work, accomplishments, education, etc?

Answer: No, we are only seeking information as described within the evaluation factor.
