About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Finance and Facilities Division for mobile audiometric testing solutions. The RFI, due August 28, 2026, by 12:00 PM ET, seeks vendor information on iPad-based audiometry systems capable of conducting OSHA-compliant hearing tests for occupational hearing conservation in secure, multisite environments without reliance on WiFi or Bluetooth connectivity.
The required solution must be a native iPadOS application operating on FBI-owned current-generation Apple iPads under enterprise mobile device management. The system must perform self-guided pure tone air conduction threshold audiometry meeting OSHA 29 CFR 1910.95 and ANSI S3.6 standards, administrable by trained technicians without CAOHC certification, capable of testing outside sound booths in quiet rooms with built-in real-time background noise monitoring per OSHA standards. Technical requirements include wired, calibrated audiometric headphones with USB-C or wired connections, full offline operation with local test storage and automatic synchronization upon network reconnection, and HIPAA-compliant cloud storage with FedRAMP preference and U.S.-based servers. The system must support customizable batch export of test results in CSV or XLSX format, centralized test result management, and administrative features including multi-user portal access with automatic device synchronization and audit logs. Respondents must submit company information including name, address, phone, point of contact, Federal Cage Code, DUNS number, business size, security clearance level, and past performance information within fifteen one-sided pages (12-point font, one-inch margins) in Microsoft Word, Excel, PowerPoint, or PDF format to Kristine Logue at klogue@fbi.gov. This RFI is for information gathering purposes only and does not constitute a solicitation or commitment to award a contract.

The description below outlines preliminary requirements envisioned for the mobile audiometric testing solutions. The information gathered may be used to formulate acquisition strategies for competitive solicitations.
BACKGROUND
The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI) is conducting market research seeking available sources to identify commercially available mobile audiometric testing solutions that meet federal occupational hearing conservation requirements and can be deployed across secure, multisite environments. Specifically, we seek vendor information on iPad-based, app driven, audiometry systems capable of performing OSHA compliant self-guided pure tone hearing tests without reliance on WiFi, Bluetooth, or web interfaces, while ensuring data security, accurate testing, and seamless integration into our existing compliance and recordkeeping workflows.
PURPOSE:
The intent of this RFI is to obtain information that will assist the FBI in determining the market for qualified small and large businesses. Please see the list of salient characteristics:
1. Platform
Must be a native iPadOS application (not web-based, not browser dependent) Must operate on FBI-owned current-generation Apple iPads under enterprise mobile device management (MDM)
Attachment AS - Request for Information (RFI) Version 1.2 Page 3
Must function without Wi-Fi or Bluetooth during testing
2. Audiometric Testing Must perform self-guided pure tone air conduction threshold audiometry that meets:
o OSHA 29 CFR 1910.95 o ANSI S3.6 audiometer performance standards
Audiometric test must be able to be administered by a trained technician without CAOHC certification
Must be capable of performing hearing tests outside of a sound booth in a quiet room Must include built-in, real-time background noise monitoring meeting:
o OSHA 29 CFR 1910.95 (Appendix D) permissible ambient noise standards Must include pre-test questionnaire and pre-test tutorial instructing the patient how to conduct the self-guided audiometric test
3. Headphone / Transducer Must utilize wired, calibrated, audiometric headphones that can plug directly into the iPad that are suitable for OSHA-compliant testing o USB-C or wired transducer connections only
4. Offline Operation
The system must support:
o Full test administration without internet access o Local test storage until network reconnection via cellular data is permitted o Automatic synchronization once reconnected
5. Data Storage & Security
Cloud platform must be:
o HIPAA-compliant o FedRAMP preferred o Servers physically located in the United States o Encrypted in transit and at rest
Must support:
o Centralized test result management
6. Reporting & Export Must include:
o Customizable batch export of audiometric test results o Export of results in CSV or xlsx format
Attachment AS - Request for Information (RFI) Version 1.2 Page 4 o Availability of individual and batch test reports o Ability to see a list of transducers and any other applicable equipment, including calibration dates
7. Administrative & Workflow Features Ability for multiple users to adjust settings, workflows, and employee lists through a centralized portal Changes made through the centralized portal must be able to sync with all client devices automatically Support for user permissions and audit logs
The above characteristics describe minimum needs and are not restrictive in nature.
