Request for Information (RFI) for On-Line Course Registration, Payment, and Course Evaluation Capability at Government Accountability Office

(GAO)

THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the Government Accountability Office (GAO) will contract for the services contained in the RFI. This RFI is part of a government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a Solicitation is issued, it will be announced on the Government Point of Entry (GPE) website at www.SAM.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation.

NO PROPOSALS / QUOTATIONS ARE BEING REQUESTED OR ACCEPTED IN

RESPONSE TO THIS SYNOPSIS AND NO CONTRACT SHALL BE AWARDED AS A

RESULT OF THIS RFI.

No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests.

Synopsis:

The GAO is issuing this Request for Information (RFI) as a means of conducting market research to solicit recommended changes to the Statement of Work (SOW) along with suggestions for improvement or areas needing further clarification or definition. The GAO may use the comments provided to revise or improve the SOW to make the requirement as clear as possible to enhance competition and determine if there are a sufficient number of qualified businesses interested in, and capable of providing the following:

• Ability for external customers to register (per year: minimum 500, maximum 3000), pay with credit card, and request refunds as needed.

• Ability to auto-send evaluations/surveys

• Ability to send registration receipt, materials and link to class (preferable automatically upon registration) o If unable to auto send material, can material be “housed” somewhere for participants to access before class without staff sending through email? (e.g.

Google Drive or SharePoint link given in registration confirmation)

• Ability to pull customize data, statistics and attendance reports

• Ability to auto-send course completion certificates (aka CPE certificates) post class o If unable to auto send material, can material be “housed” somewhere for participants to access before class without staff sending through email? (e.g.

Google Drive or SharePoint link given in registration confirmation)

Potential vendors are invited to provide feedback to the draft SOW and responses to RFI items # 1 and 2 below. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.
