About this file
This is a Request for Information (RFI) issued by Federal Prison Industries (UNICOR), operating under the Department of Justice Bureau of Prisons at FCC Forrest City, Arkansas, seeking industry input to structure a potential five-year agreement for domestically produced wood plywood and panels. UNICOR's Office Furniture Group will use these materials to manufacture wood office furniture components assembled by federal inmate workers for sale to federal government customers. The primary objectives are to expand the pool of domestic, small-business vendors in response to tariffs on imported materials and to increase supplier engagement. Current delivery location is FCC Forrest City, AR. Responses are due by 12:00 PM EST on Thursday, September 17, 2026, submitted to tiffani.balestrini@usdoj.gov with subject line "RFI RESPONSE - FABRIC OFGRFI003426 (Your Organization Name)."
The RFI seeks information on four key topics: company background and RFI participation interest; domestic manufacturing status and country of origin if applicable; small business registration status in SAM.gov; and general market information including industry-standard lead times, appropriate pricing indices for Economic Price Adjustments, and standard ordering quantities. Specific panel specifications are provided for the highest-volume critical material (PNL1923) and three additional panel types (PNL1927, PNL0264, PNL0274), all featuring cherry veneer on particleboard cores with detailed requirements for grade, dimensions, tolerances, veneer specifications, and core properties per HPMA HP-1 1994 and ANSI standards. All shipments must include signed Certificates of Compliance with laboratory test data, and rejected panels will be removed at supplier expense. This RFI does not commit the government to any procurement action, and participation provides no advantage in future solicitations. All response costs are the responsibility of interested parties.
