REQUEST FOR INFORMATION (RFI)
FOR
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
STEVEDORING AND RELATED TERMINAL SERVICES (S&RTS) PORTS OF
YOKOHAMA AND EAST JAPAN
RFI NUMBER TRANSCOM21R022
1. Purpose.
This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within USTRANSCOM as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government.
Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. USTRANSCOM highly encourages responses from capable businesses of all sizes; large and small business concerns, to include all the socioeconomic categories. The applicable North American Industrial Classification System (NAICS) code is 488320 or 488999.
2. Description/Scope.
USTRANSCOM is seeking sources that possess the availability and capability to provide S&RTS in connection with the import and export of Defense Transportation System (DTS) sponsored cargo. Services will cover the full spectrum of handling surface moving cargo to include its receipt, disposition, staging, transfer of cargo, tallying and checking, warehousing, handling of Government-provided securing materials, storage, and processing cargo for simultaneous shipments via multiple surface modes of transportation as designated by the Contracting Officer (CO) or their appointed Contracting Officer’s Representative (COR) and Alternate Contracting Officer Representative (ACOR). This requirement also includes physical security, facilities, office space, office supplies, and providing all required documentation--to include other related miscellaneous requirements as outlined in this Performance Work Statement (PWS). The contractor may be required to perform services 24 hours per day, seven
(7) days per week, 365 days per year to include all official holidays. The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with an expected Period of Performance consisting of 5 (five) years with an optional 6 (six) month extension. If the Government notifies the Contractor that the employment or the continued employment of any Contractor employee is prejudicial to the interests or endangers the security of the United States of America, the Contractor shall make any changes necessary in the appointment(s). A draft PWS is included (Attachment 1).
3. Information Requested.
Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than 5 pages) and address the information requested below (title pages, cover letter, etc., will not count against the page limit). Respondents are highly encouraged to submit a tailored response rather than a generic capability statement to ensure the needed information is provided.
Your answers will help us determine the most suitable approach to acquire these services.
I. Company Information.

II. Business size:
A. The NAICS for this effort is 488320, Marine Cargo Handling, or 488999, All Other Support Activities for Transportation. The Small Business Administration small business size standard for this NAICS code is $41.5M USD. Based on this NAICS, identify your business size as Small or Large.
III. Capabilities: Generally, describe your company’s abilities in fulfilling S&RTS. Specifically address the following:
A. Is your company a registered agent and can provide S&RTS services at the Ports of Yokohama and East Japan? What form of documentation can your company provide that demonstrates authorization to operate at these Ports?
B. Can your company comply with certifications as per local laws and/or any other international agency regulations to perform S&RTS Services in the Ports of Yokohama and East Japan?
C. Can your company perform or provide all services referenced in the PWS as a Prime? If not, explain what services cannot be performed, why, and if subcontracting services are available to fulfill these services?
D. What is your experience in providing management, labor, tools, equipment, supplies, materials, and other services necessary for S&RTS? Include your experience providing qualified drivers for Military vehicles. Please note that experience refers to complexity as well as longevity.
E. Do you have or have you had foreign commercial contracts that comply with local laws, regulations, and labor union agreements governing work hours; and labor regulations including collective bargaining agreements, workers’ compensation, working conditions, fringe benefits, and labor standards or labor contract matters? If so, provide specific conditions required to have a contract with USTRANSCOM.
F. Would your company be in acceptance of the preferred method of pricing by the piece as Each (EA) for containers, vehicles (based on weight class) and aircraft, and Measurement Ton (MTON) for breakbulk cargo?
G. Provide the following project or contract information for requirements deemed similar to this effort:
a. A brief description of the project
b. Contract number
c. Period of performance
d. Was your company a prime or subcontractor?
e. US Dollar and Yen value of the project
f. Scope of the portion of the effort your company supported
g. If no direct performance or experience with the above, please explain how you will perform tasks utilizing experienced subcontractors, through a proposed teaming arrangement or hiring qualified personnel.
H. How many days would it take your company to be fully operational after contract award?
I. Quoters are required to register in SAM (www.Sam.gov) at the time a quote is submitted in order to comply with the most current representations and certificates. Is there anything impeding compliance with this requirement?
IV. Other:
A. Please list all contract vehicles under which you hold contracts which could be used to procure this effort.
B. Please provide any other information or suggestions that may provide efficiencies in accomplishing this acquisition.
