SOURCE SOUGHT NOTICE
REQUEST FOR INFORMATION
W15QKN-20-Q-5195
This Request for Information (RFI) is issued solely for information and planning purposes and shall not be misconstrued as a Request for Quote (RFQ) nor does it constitute a commitment to the Government.
All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.
The U.S. Army Contracting Command – New Jersey is seeking potential sources to provide Wastewater Treatment Services for the 99th Readiness Division in Big Bend, WV (WV016). Services are required to operate, test and maintain the Big Bend USARC Wastewater Treatment Plant by a contractor who is holds an active Class-S (minimum) Wastewater Treatment Plant Operator license in the state of West Virginia. Services shall be in compliance with the attached draft Performance Work Statement (PWS) and Discharge of Sewage Permit (The State of West Virginia has a National Pollutant Discharge Elimination System Water Pollution Control “Discharge of Sewage” Permit No. WV0103110, administered by the West Virginia Department of Environmental Protection, effective November 1, 2015 to September 30, 2020).
Responses should address the following items in order to be determined a capable and viable source of providing services at this facility:
(1) Does your company currently hold a minimum of a Class-S Wastewater Treatment Plant Operator license in the state of West Virginia? If not, do you intend on obtaining this certification prior to submitting a proposal if one is posted?
(2) Is your Class-S or higher, Wastewater Treatment Plant Operator license in the state of West Virginia held by your company or a subcontractor?
(3) Does your organization plan to utilize subcontracting or teaming arrangements in order to perform the tasks of this requirement? If so, what percentage of the work do you anticipate performing?
(4) Please indicate which NAICS code is the most appropriate for procuring services under this PWS. In your response, please address the appropriateness of NAICS Code 562211 - Hazardous Waste Treatment and Disposal.
(5) Address any concerns or unclear information within the draft PWS and/or Discharge of Sewage Permit.
(6) Provide a capability statement for the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
(7) What type of work has your company performed in the past in support of the same or similar requirements?
(8) Provide your organizations name, address, email address, Website address, phone number and a point of contact to reach.
(9) Provide a statement including current small/large business including socioeconomic status (8a, SDB, HubZone, etc.) under NAICS Code 562211 and company profile to (office location(s), CAGE Code, DUNs number, etc.).
